What is the author's supervision of construction and why is it needed?

The scope of construction is quite specific and the quality design of the house - multi-family or private - is not a guarantee that in the end it will turn out exactly as planned. In order for the construction work to be completed on time and at the proper level of quality, author's supervision of construction may be necessary. It is this service that is designed to ensure that the project is implemented without the slightest deviation, which can lead not just to the violation of the project documentation, but also to become a cause of inadvertence in operation or cause accidents.

Thus, the author's supervision is the supervision of the construction's compliance with the project. In addition, it helps to quickly navigate in the event that during the construction it turns out that the project documentation needs to be changed. If the general contractor in construction allows for some inconsistencies, buys not the materials, allows deviations from the project, it is author's supervision that allows them to be identified in a timely manner.

Architectural supervision during the construction is not necessary, but if you want to get quality housing, it becomes necessary. And it's not just a matter of compliance with the notes, but that failure to comply with the requirements of the project can lead to direct damage to both the construction company and subsequently to the owners of the house. A building permit ( construction project certificate) is issued under certain conditions, and if they are not observed in the course of the work, the latter can be deemed illegal.

Author's supervision is a service that, as a rule, is rendered on the basis of a separate contract, although the law also allows its designation as part of a design contract. It is carried out throughout the entire period of construction up to commissioning, and in some cases, and in the first period of operation of the facility. However, the need for author's supervision should be considered at the stage of completion of design work and indicate the scope of the project.

Author's supervision of construction can be carried out not only by a legal entity, but also by an individual. Moreover, legislation allows the conclusion of a contract with several persons who are the authors of the project. The construction customer has the right to transfer the functions of managing the contract to the author's supervision of a third-party organization. The author of the project also has the right to transfer work under such a contract to other legal entities or individuals involved in the development.

In the event of a situation where the organization involved in the development of the project is unable or unwilling to carry out the author's supervision of the construction, the construction contractor has the right to engage an outside organization for its implementation. At the same time, the author of the documentation must confirm the refusal to carry out the author's supervision, and the organization that undertakes to implement it must have officially obtained the right to carry out the author's supervision.

The contract for author's supervision of construction must include a number of mandatory items:

- the need for inspections in the course of construction of the compliance of the works performed with the project documentation;

- the need for inspections of compliance with fire and other security, environmental protection;

- solution of issues that arose in the course of the construction process;

- the need to notify the construction customer of identified violations and recommendations for their elimination;

- the need to monitor the elimination of identified violations;

- the need to participate in the commissioning of the most important construction sites;

- Consideration of the construction client's proposals concerning project improvements, the possibility of reducing costs through project changes.

The agreement may also include a clause on the control by the authorial supervision side of the purchased materials, and some other points as agreed by the parties.
