Additional surcharges to wages of workers of budgetary organizations

In the budgetary sphere, most often, the salary is paid, depending on the qualification and position of the employee. However, in an employment contract, wage surcharges are usually prescribed, depending on certain factors.

At once it is necessary to make a reservation that such surcharges can be compensatory or stimulating. What is their difference? In the first case, these may be surcharges for harmful working conditions, the performance of urgent or important work not provided for in the official duties of the employee, and so on. Stimulant payments, as the name implies, should encourage the employee and stimulate quality work. These can be allowances for work experience, level of education, high qualification, academic degree and others.

Such wage surcharges are not mandatory, but the head can pay them for any achievements, depending on the specifics of the work.

For example, a teacher with a classroom management will receive a compensatory payment for an additional amount of work, and if he won a professional competition, the manager can additionally assign him a stimulating payment either a one-time payment (paid once) or for a certain period (which is specified in the order ). If the quality of the work has deteriorated, then the manager can reduce or cancel the entire payment.

In the case when the allowance is assigned for the performance of work not included in the official instructions of the employee, the payment period may be before the completion of these works, but, usually, not more than one year. If the surcharge is appointed and further, then it is necessary to make a new order for it.

The most common are surcharges to wages for harmful working conditions, as well as work at night. Most often, the amount of these payments is left to the discretion of the boss. This can be as a certain percentage of the rate, and a fixed amount agreed with the employee himself. The main purpose of these payments is to attract employees. At the same time the labor legislation strictly specifies the working conditions under which additional funds are paid.

For employees of the social sphere (teachers, librarians, doctors, etc.) from the local or federal budget, additional payments of stimulating influence are periodically appointed by a decree of officials of different levels. Such surcharges must be paid on a mandatory basis to all those listed in the decree, regardless of the willingness of the head of the institution directly in which the employees work. These payments can be regional or national level.

It is worth noting that recently in the budgetary sphere a salary was accepted for a single tariff scale, but since 2007 the organizations have been transferred to the sectoral labor payment, which made it possible to systematize labor remuneration, based on the specifics of the work performed. Currently, the income of state employees consists of a fixed salary and payments of various types. The system of surcharges and additional payments is developed in each institution independently, being guided by the recommendations presented in normative acts in this sphere. Most often, work experience is taken into account (an allowance for length of service is paid), employee qualifications, education and other similar indicators. Thus, the higher the quality of the employee's work, the higher the wage premiums he can receive.

This kind of pay allows managers to encourage employees to improve the quality of work performed, which is quite important in many budgetary spheres, and employees to improve their skills and material well-being.
