The work book is the most important document for calculating the length of service. In some cases, due to frequent changes in jobs, the main pages of this document may end. Therefore, to continue the accounting of the length of service, an insert is inserted into the work book. How to apply for this document? Where can I get it and what are the basic principles of conducting letterhead forms?

What the law says

Registration and maintenance of the blank form in the labor is regulated by section V of Resolution No. 255 of the Government of the Russian Federation. This document establishes a general procedure for maintaining, filling, storing the inserts, which in principle is no different from the design and maintenance of the labor books themselves.

In other words, the liner in the labor one is exactly the same document as the labor one, and is maintained according to all legislative norms. But the liner is a continuation of labor, and this factor needs to be taken into account.

What is the liner for?

At the core of its citizens there is enough for one working book for the whole working period. In fact for the information on work it is allocated already twenty turns of the document. But the cases are different, and the work activity for all is different.

For example, you can work all your life in one company, but at the same time the labor one will be completely written down. And this is due to the numerous translations between posts, between units, career growth, possible overlapping, etc. And all these facts should be reflected in the document.

According to legislative norms, the work book can be only in one copy, or in case of damage or loss there can be a duplicate. But at the end of the section, connected with the information about the work, it is necessary to start not a new labor one, but an insert that will continue to calculate the employee's length of service.

Description

The form of the document is approved by Federal Law No. 225 and has its own peculiarities regarding the work book itself.

The insert also has a title page, which should reflect information about the employee, spreads to record information about the work (9 spreads) and to enter information about the awards (8 reversals).

According to the order of the Ministry of Finance No. 117n, the insert and labor must have a hologram, indicating a high degree of protection of the document. But so far the hologram is not an obligatory moment, therefore its application is a decision solely of the employer itself.

Does it work without labor

Labor law clearly stipulates the use of labor and liners to them. And if the labor is valid in itself, then what about the liners?

According to the basic rules and instructions for filling in and maintaining forms of labor and loose leaves, the latter has no legal force without the labor book itself, and even more so to show him instead of a labor employee has no right.

Taking into account the labor law, the employer or the person authorized does not have the right to perform the following actions if the employee presents them only a loose leaf:

  1. To issue a citizen for work.
  2. To dismiss the employee from work.
  3. Make notes in the presented document.
  4. Perform other actions.

To make an insert in the work book, and also to take the document into account it is possible only in that case when it is sewed in the form of labor, and on the document there is a record, speaking about its registration.

Acquisition of

The liner form, like the labor one, should be purchased directly by the head of the organization. The employer can not:

  • Take a clean liner from the employee;
  • Require you to buy the document yourself.

Each leader knows that the insert is a document of strict accountability. Therefore, you can only buy it from companies that have permission to sell liners and labor. The organization, which is engaged in the implementation of forms of liners and labor, must have a license and documents confirming the authority for these actions.

After purchase, the inserts are deposited in the accounting department, where the data on each form is entered in the income-expenditure book, and then they are handed over to the personnel department for receipt. Issue liners are made in accordance with the rules. The employer has the right to issue an insert form:

  • Free of charge, taking the cost of the purchase at your own risk;
  • Taking a fee, commensurate with the one that was spent on this document.

If by the time of filling in the liner the price for it has increased, the employer has no right to take from the employee a value higher than that which he paid specifically for this form.

Rules of sewing

The employee of the personnel department or the employer himself should take care of himself that the insert is sewn into the labor one. Sewing a form occurs in several stages:

  1. The employee of the personnel department should make a mark on the first sheet of the labor blanket that the insert is issued. About this mark should be prescribed a series and number of the liner, coinciding with those marks, which are indicated on the insert.
  2. The title page should be filled solely with the documents that the employee of the organization must provide. The date of entering information in the insert can coincide with the date of the device in the company. The registration of the insert in the work book when applying for a job should correspond to the general algorithm for filling this document.
  3. Immediate insertion of the liner. This should be done in a timely manner, in order to avoid various penalties.

There are no fixed rules on how to sew a liner into a laborer, but in practice, experienced personnel in the human resources department proved that the following algorithm is most acceptable:

  • Work should be opened between the last page and the cover;
  • The liner needs to be opened in the middle;
  • An employee makes several holes: in the loose leaf and in the work book;
  • With the help of a needle and light threads, the documents are sewn together, and the threads must remain in the liner.

Top mistakes

How to make an insert in the workbook without errors? Do not commit them. And for this you need to know a few important nuances of working with the insert:

  1. You can not sew a blank before filling it. The consequence of this may be that the information on the title pages of the documents will be different. If this happens, the employee will be required to unsubscribe the form and make corrections. In this case, if the form is spoiled, it is necessary to draw up an act on this fact and destroy it.
  2. It is inadmissible to tear off the cover from the form. This fact is considered a gross violation. The insert is an approved document at the legislative level, therefore, any modification of it may entail not only fines for the employer, but also a refusal to file a pension for the employee who provided such a document.

For the new form, as already mentioned, the organization can charge a worker. But if the form was spoiled by the fault of an authorized employee, it is issued free of charge.

Filling

Staff members know that the blank form is filled in the same way as the work book itself. The algorithm for filling the liner is as follows:

  1. The employer completing the document, during which the work section has ended, and it is necessary to begin the registration of the insert in the work book. The numbering is preserved. That is, the first entry in the insert section should have a serial number one more than in the previous work record. This preserves the order and meaning of the records.
  2. The date must be entered after the data is entered. You can not set the start date of work experience.
  3. The data that is put on the form must be actual at the time when the insert is made into the work record book. Education, requisites, profession or specialty must correspond to the documents that the employee provided.
  4. On the first sheet must be the signature of the authorized person and the seal of the organization.

Also, the law does not limit the number of loose leaves that can be attached to the workbook.

After all the data is entered, the blank of the insert is attached to the work sheet, and on the title page of the last document is stamped "Issued liner".

Corrections

The authorized person may inadvertently make a mistake when filling the insert. If this happened, it will have to be written off, having compiled the act, and destroyed.

When making a mistake in the number or series of forms, make a note about entering the wrong record and record it correctly. At the same time on the cover you need to specify the document-base and put the seal.

If the mistake was made in writing a surname or a name (or the employee changed his surname), you must cross out the incorrect entry carefully and write the right information on top. On the cover, specify the document certifying the corrected entry.

What you can not write

That categorically it is impossible to do at registration of an insert:

  • Use a blank work sheet instead of a liner;
  • To sew or paste ordinary blank sheets into the workplace;
  • To correct the section "Information about awards" to "... about work".

For such actions, the organization may receive a fine.
