The ban on tobacco use in crowded places has existed for a long time. Since the summer of 2013, there have been promulgated places where it is forbidden to smoke. In Russia, this list was not so great:

Earlier, Russians did not really know where smoking is prohibited in Russia. The list of places was published on May 31, 2013. Smokers did not actively support this law, but in the next year it was introduced changes that further complicate the life of tobacco-dependent people.

The law after 2014

To the list published in 2013, a few more places were added a year later, in which cigarettes should not be obtained.

• The premises in which the organizations dealing with the provision of services for hiring housing, hotels, etc. are located.
• Organizations engaged in providing personal services, catering establishments. In addition, the list of places where smoking is prohibited is supplemented by trade objects.
• Passenger platforms, from which the landing and disembarkation is made, also fell into this list.

In all places mentioned in bi-annual lists, smoking is prohibited. Do not do this under any circumstances. On the territories of employers, supervisors should follow the observance of norms. In public places , police officers are responsible for this.

What is not allowed today

To date, many shops selling cigarettes have been closed. In the shops, it was decided to dismantle the showcases in which cigarettes are on display. You can buy tobacco products only from the catalog that is located at the cashier.

Today, places where smoking is forbidden are dormitories, restaurants, bars, etc. Smoking scenes in films should be excluded - unless this is contrary to artistic design. The ministry notes that the introduction of bans has led today to a decrease in the percentage of smokers. Experts have calculated that the adoption of the law every year saves about 150-200 thousand passive smokers.

Doctors say that the mortality from cardiac diseases is reduced by 15%. However, experts are sure that this is too high a figure. Statistics say that the time since the adoption of the law, the number of smokers has decreased by 12%, while the sellers of cigarettes say about 7%. Heads of treatment centers for addiction argue that the number of people wishing to do away with a bad habit has increased significantly. Before the adoption of the law, Russia was in the first place in terms of the number of smokers. Today, our rates are slow, but decrease.

Considering that today there are many places where it is forbidden to smoke in Russia, the size of fines does not surprise. Only in Moscow were issued more than 70 thousand receipts related to the violation of the law.

The fine, relying for smoking in the wrong place, is 500-3000 rubles. This applies to individuals. Owners of catering enterprises will have much harder - if their institutions violate the law, it will cost the owner 30-40 thousand. Legal entities will be forced to give up to 90 thousand.

Russians from the laws of recent years are most impressed with this, as evidenced by the survey.

According to the research, most restaurateurs are against this normative document, since they believe that smokers will prefer not to go to an institution where they can not feel free. Since in places where smoking is prohibited, special rooms can not be equipped, 82% of smokers consider this law discriminatory.

However, the authorities say that they should not make any allowances: neither smoking rooms, nor reduction of places closed for tobacco use. It was noted that in countries where such a law has been in effect for more than a year, the number of visitors to restaurants and bars after a short period of reduction has returned to the usual number. Moreover, families with children now go to such establishments, since there is no risk of inhaling smoke.

Opponents of the law are confident that he will not be popular in Russia, that after a while everything will return to the normal regime.

Journalists who gave time to study this problem are sure that in our country this law deceives both sides. Smokers can not afford to use places where smoking is prohibited in Russia. The list of them is disappointing and non-smoking, since in reality it is rather difficult to follow the implementation of this law.

It turns out that smokers continue to use public places to satisfy their craving for tobacco. At the same time, non-smokers who hope to gain access to fresh air where they are entitled to do so can not exercise these rights. People still smoke at public transport stops, in public catering establishments, on the streets. And as long as an adequate approach to smokers is not considered, those who are on the other side of the barricades will suffer first.

Experts still believe that even with all the loyalty to smokers, most healthy people are against increasing their number. However, they, smoking in public places, violate the rights of non-smokers. Therefore, if there is only one non-smoker in a room full of smokers, the use of tobacco becomes a violation not only of the rights of others, but of the law.
