Monthly allowance for children under 16: who has the right to receive it?

First of all, the basis for such compensation is the assignment of low-income status to the family. Duration of benefits can also be different:

  • In general - up to 16 years;
  • In cases where a child visits an educational institution (department of a day hospital) - up to 18 years;
  • In exceptional cases, when the child still has not graduated from the university or is a graduate student - up to 24.

The monthly allowance for children under 16 years can be assessed in the following categories:

  • Full / incomplete families ;
  • Children whose parents are serving on conscription (conscripts);
  • Working / unemployed, studying parents;
  • Children of servicemen;
  • Children whose parents refuse to pay child support.

To receive benefits, only two conditions are necessary:

  • The average monthly income per member of your family should be less than the subsistence minimum accepted by the legislation;
  • The child must live exclusively with his parents.

Monthly allowance for children under 16 years can not be accrued if:

  • The parents of the child are deprived of their rights;

How to get

  • Application - the form can be asked in the social protection department or downloaded on any state board;
  • Parents' passports (copies / originals), where there is a note on registration in the territory of a specific subject of the Russian Federation;
  • Birth certificate (original / copy) of the child or passport if he is already 14 years old;
  • A certificate from the Housing and Communal Services about the composition of your family;
  • Data on incomes for the last 6 months;
  • Parent workbooks (originals / copies);
  • Certificate from the school about the child's training;
  • An extract from the bank about an open account.

Based on the submitted documents, the social protection authorities issue a compulsory decision on the calculation of assistance within ten working days. It is necessary to know that the entire procedure for processing benefits will have to be held annually.

Some features

In some cases, some documents for a monthly allowance for a child under 16 will have to be submitted additionally.

Of course, in other regions of Russia the size of payments can significantly differ from those mentioned. In general, the fluctuation can occur in the range from 300 to 1,500 rubles.

Payments not depending on income

In some cases, the state is obliged to pay parents additional compensation (allowance) for the upbringing of children, regardless of what level of per capita income the family has. So, the cases and sizes of benefits:

  • 5 thousand 311 rubles. - disabled child from 0 to 18 years;
  • 11 thousand 966 rubles. - a disabled child from 0 to 18 years with special needs;
  • 5 thousand 311 rubles. - a child from 0 to 7 years of age, both parents of whom are recognized as disabled I and / or II groups;
  • 7 thousand 374 rubles. - the same + the child himself is disabled at the age of 0 to 18;
  • 3 thousand 688 rubles. - a monthly allowance for a child from 7 to 16 years, when both his parents are invalids I and / or II;
  • 5 thousand 311 rubles. - HIV-infected child from 0 to 18 years;
  • 8 thousand 855 rubles. - a child, a patient with celiac disease;
  • 3 thousand 463 rubles. - children from large families in 2014/2015;

As already mentioned, these data are valid only for St. Petersburg, in other regions of Russia, the amounts of payments can be different.

Increased benefits

It is worth mentioning that in some cases, the monthly allowance for a child under 16 years of age can and should be increased. In an increased amount, for example, you can receive cash compensation for a child from an incomplete family. Such a family can be recognized one where one of the parents independently brings up one / several children, while:

  • There is an assigned lone father / mother status;
  • One parent died or was declared missing on the basis of a court decision;
  • Father / mother are deprived of their parental rights;
  • The court's decision (order) on recovery of alimony from the second parent is not implemented in practice.

Also, the increased benefit must be paid to the child / children of a serviceman who is on military service on conscription. These include sailors, soldiers, sergeants, sergeants or cadets of military educational establishments of professional education until they conclude a contract.
