The task of rebuilding the economy fully came before Gao-tszu (this title was accepted by Liu Bang after the proclamation of the Han Dynasty) shortly after his victory over Xiang Yu. Having come to power on the crest of the people's anti-Qin revolt, Gao-tsu understood that it could be stabilized only through compromises that would alleviate the severity of social conflicts. The initial period of the Han dynasty (III-II centuries BC) is characterized by consistently implemented policy of concessions in order to gain time and consolidate what has been achieved.

This policy was used as a means of counteracting the Hun. On the advice of one of his dignitaries, Gao-tsu invited the leader of the Hsiung Mode to conclude an "agreement on peace * and kinship" that would put an end to military clashes on the northern borders of the empire. The essence of the treaty was that the Han empire pledged to pay annually tribute to goods in which the Hunnu nomadic nobility especially needed: silk fabrics, grain, wine, luxury items. In addition, Gao-tsu was supposed to give Maude his wife to his wife and thus become related to him. For their part, the Hunnu undertook not to attack the territory of the Han Empire.

The conclusion of the "treaty of peace and kinship" was a precedent, which meant a revision of the traditional concept of attitude towards "barbarians". In the Han sources, the Môde power and the ancient Chinese empire are often called "two states", which contradicted the idea of the immanent suzerainty of the ancient Chinese emperor over the "barbarian" peoples.
