The Omsk underground. Why is construction suspended?

Omsk is a huge industrial city. He became a millionaire back in 1979. And that's when the idea to create the Omsk underground appeared. However, the implementation of plans stretched for many years.

History

So, everything began with tram lines. They were launched in the mid-1930s. During the Soviet era, this type of transport was actively developing. Among the population was in great demand, especially because of the lack of alternative ways of moving around the city.

In the second half of the 20th century, new technologies appeared that made it possible to increase the speed of moving cars. So, in 1977 the route No. 2 opened for passengers with an increased speed of movement along the roads. However, in 1979 the number of citizens officially exceeded 1 million people. Ground rail transport has ceased to meet the needs of people.

Local bodies and commissions began to conduct research and meetings on how to build the Omsk underground, and began to draw up an evidence base on the need for new communications. With the help of Moscow specialists, a plan was prepared for the construction of the complex until the year 2000.

Attention from the state

But Omsk alone could not undertake such a large amount of work. Through the active work of SI. Manyakin, the first secretary of the regional committee of the CPSU in Omsk, was drafted to the all-Union level and received funding from Moscow. As a result of the passage of all the procedures for approvals and approvals, the Omsk Metro had to start building in 1990.

The original plan was to connect the underground tunnel in the central part of the year and the industrial zone. So, the line should consist of 8 points: from the station "Mashinostroiteley" to "Left Bank" on the right bank of the Irtysh River. The deadline for the start of work was postponed because of political changes in the country and the crisis that had begun.

The object under the new government

The need to build the Omsk underground again recalled the government in late 1990, and continued work on training at different levels. In 1993, construction began. However, due to poor financing, the construction of tunnels was slow and the completion dates were not announced.

The first change of the plan

Gradually, the situation in the city was changing. A lot of factories stopped functioning. The load on other main lines increased. Therefore, in 1997, a new plan for underground communications was proposed. He assumed the erection of a metro bridge and the laying of stations on the left bank of the Irtysh River.

The construction of the Omsk subway was under the personal control of the governor LK. Polejaeva. By decree, the transplant points were renamed from the "Red Road", "Boulevard of Architects" and "Bus Station" to the " A.S. Pushkin "," Crystal "," Cathedral. " He informed that the start-up of the cars will take place in the summer of 2008.

Successes and failures

The bridge for the movement of trains and cars was ready for operation and opened for cars in 2005. It was named "60th Anniversary of the Victory". Under the asphalt canvas there are two ways for the movement of the cars. By this time, a complex for drilling tunnels, previously occupied on another site, had been delivered to the bridge, and drilling to the Zarechnaya station began.

By the due date we managed only to finish the repair of the station on the right bank. Because of the crisis that began in 2008 , Omsk metro was unfinished. A large reduction in project funding occurred in connection with the relocation of the office of the largest mining company Sibneft (Gazprom Neft) to St. Petersburg.

In May 2008, a gap of 70 cm in thickness occurred. As a result, part of the tunnels and all the equipment for work were flooded. It took several weeks to restore the equipment. Further activity was slow. A year later Metro Omsk in the form of the first line was ready only for a quarter.

Cutting costs and conservation

At the beginning of the new decade, too, there was not enough money to activate the construction. The federal authorities did not allocate money, and the city government could only support the already constructed facilities in proper condition. After visiting the city by the Minister of Economic Development E.S. Nabiullina Omsk was promised 1 billion rubles for the resumption of work.

In order to reduce costs, several new options were proposed for the arrangement of stations and trains. So, successfully developed shortened platforms for boarding and disembarking passengers. We decided instead of the standard 102 meters, designed for 5 cars, to equip strips of 60 m long, designed for three elements of the freight train.

In addition, it was assumed the introduction of trains, moving automatically without the participation of the driver. As well as for selling tickets, special terminals were going to be used. These measures would reduce the cost of maintaining a large number of staff.

Another turn

The work resumed in the summer of 2011. At that moment, a car was launched to lay the tunnel from the Kristall station to Zarechnaya. Governor L.K. Polezhaev voiced a new deadline for the commissioning of the facility - autumn 2015. Parallel construction of the pedestrian crossing at the " A.S. Pushkin ", which was opened for use by the population in autumn 2011.

However, the allocated funds quickly ended. The works were first slowed down, and then the construction of the Omsk underground was stopped altogether. In 2012, D.A. Medvedev, being the president of the Russian Federation, drew attention to the long-term construction, and a year later again some amount of finance went to the accounts of contractors. But they turned out to be much less than required. Activities on the completion of the facilities were postponed for an indefinite period.

Far plans

Despite all the negative experiences, there is officially a project for the development of communications. So, after the start of the first section of line No. 1, it is planned to extend it on the right bank of the Irtysh. There the work was partly carried out earlier. Then the construction on the left side of the river will continue to the point "Airport". Also approved schemes for the construction of the second direction. It will pass parallel to the Irtysh on the right bank. Also planned is the construction of the third line.

However, all these prospects are very vague. The budget of the city and the region is beyond the strength of such a large-scale construction. The federal authorities do not consider this long-term construction as a priority project, therefore, only small infusions are allocated from the state budget, which ensure a rare pinpoint activation and promotion of work further.

Refusal from the classical scheme

Gradually, the city media began to discuss the issue of the profitability of the subway. Having carried out the calculations, the specialists found out that 24 billion rubles are needed to build the complex in the base configuration. To this sum it is necessary to add the price of mobile trains. At the same time, it was noted that such expenses could not be repaid by passenger transportation.

Governor V.I. Nazarov came up with an initiative to include the already constructed tracks in the system of high-speed tram communication. To create the plan, the company Urban Projects was invited. As a result, three options for integrating long-term construction into new conditions were presented. Depending on the investment, it is planned to cover up to 70% of the entire transport system in Omsk.

Residents of the city pretty tired to wait for the construction of the Omsk underground. A photo of the scheme with a single station is a reflection of the people's disappointment with endless promises and speculations on this topic.
