Pensions in Kazakhstan: registration, accrual, retirement age

At any age, citizens are interested in the issue of pensions. There are questions: when can I retire, how to calculate my future pension and how to make payments?

Large mothers, who gave birth to 4 or more children, must submit additional documents:

4. Help with address data of children.
5. Marriage certificate. If a citizen is divorced, you need to provide a certificate of divorce.
6. In case of death of the child - to provide a death certificate.
7. If there was an adoption, you need to give permission to the court for adoption.

Calculation of pensions in Kazakhstan to citizens who lived in radiation risk zones is provided by providing a certificate confirming this fact. The period of residence should be five years, within the limits from August 29, 1949 to July 5, 1963.

In the center, you must present original documents together with copies. This will confirm their availability and authenticity. Documents for pension benefits can be filed by another person, if he has a notarized deed.

Processing process

Retirement in Kazakhstan can be formalized in several ways. Methods of registration of benefits:

Accrual of pension in the Republic of Kazakhstan

Today, the retirement age of men in Kazakhstan is 63 years, and women - 58 years. The government since 2018 wants for women to increase the retirement age by six months every year. This will affect only the female population. This increase in the retirement age for women will continue until 2027, until the retirement age of 63 years.

Such a law was adopted, since seventy percent of pensioners are women. In addition, the legislation took into account the category of people for whom the retirement age will be reduced:

• For women who have given birth or adopted more than four children, the retirement age begins with 53 years.

• 45 years for women whose labor output is twenty years or more affected by nuclear weapon tests if they lived for five years in the radiation zone from August 29, 1949 to July 5, 1963.

What kind of pension in Kazakhstan and types of payment for state aid

Payments of pensions in the Republic of Kazakhstan are made through special systems. There are three accrual systems:

1. Basic. This type of accrual is increased every year and as of 2017 equals 12 thousand 802 KZT. This type of state aid is received by all pensioners, irrespective of their earnings and deductions.
2. Labor, or solidarity. Charged only to people who have worked for more than six months, and who worked until 1988. If the experience is less than six months, citizens will receive basic payments. Here, only the length of service is taken into account, since no pension contributions were made before 1988. To receive a full pension, the length of service for a man must be at least twenty-five years, and for a woman - at least twenty. If the calculation is less, then the payments will be less.
3. Accumulative pension. Since 2014, pensions in Kazakhstan have been transferred to the EPPF JSC (a single funded fund). Upon reaching the retirement age, a citizen of the state can sign a contract with the EPPF JSC about receiving savings from a pension. Savings can be paid monthly, lump sum or once a year.

How does the accrual of pensions in the Republic of Kazakhstan

Calculation of pension in Kazakhstan is 60% of the average monthly salary. Each year, payments are increased by one percent if the length of service exceeds the required years. But such surcharges do not exceed seventy-five percent.

Pensions in Kazakhstan are divided into minimum and maximum. The lowest payment is 28 thousand 148 tenge, and the maximum - 93 thousand 29 tenge. A Kazakh citizen, if there is an experience, but there was not enough income, the pension will be minimal. If the citizen had a high labor income, the maximum pension can be accrued with a coefficient of 0.75 of the maximum amount and will equal 69 thousand.772 tenge.

Getting a funded pension

In Kazakhstan, in addition to state, basic and labor pensions, there are four types of labor compensation payable from the Single Accumulation Pension Fund. Payments are made from pension and voluntary contributions.

The Law on Pensions in Kazakhstan determined the basic payments of the EPPF. They are divided thus:

• Payment on schedule;
• The payment of benefits from pension and voluntary contributions;
• Payment from the EPPF when leaving for another permanent place of residence, beyond the borders of the state;
• In connection with the death of a person who received these amounts (funds are given to heirs and for burial of the deceased).

Types of funded pensions in the Republic of Kazakhstan

Cumulative pensions can not be received by all residents of the state. Categories of people for whom payment of state aid from the EPPF is intended:

1. Subjects who have reached the advanced age.
2. Men who have at least twenty-five years of experience. There is a record of experience before January 1, 1998, for those who have lived at least 5 years in the radiation zone.
3. For women over the age of 45 and with at least 20 years of service. There is a record of experience before January 1, 1998, for residents of at least 5 years in the radiation zone.
4. Women with many children who have given birth to more than 4 children.
5. Disabled first and second group.
6. Military, law enforcement officials and civil servants.

Due to pension contributions, citizens of the Republic of Kazakhstan who have concluded a contract with an insurance company can reach pension, have reached the age of 50, have a harmful experience of at least five years and those who have moved to another place of residence outside the Republic of Kazakhstan. Persons with disabilities and citizens who are over 50 years old have the right to a pension with voluntary contributions to the EPPF. Increase of pension in Kazakhstan

From July 1, 2017, the draft law of the Republic of Kazakhstan envisaged raising the pension payments by 20%. The Minister of Labor said that in 2017 and 2018 there will be a gradual increase in pensions from the republican budget. The solidarity pension will increase by 11% (including a 9% increase at the beginning of the year), and the size of the basic pension will be increased by 13% (including an increase of 7% at the beginning of the year).

The increase will affect all citizens of retirement age. If in 2016 the minimum basic pension was 37,789 tenge, then in July 2017 it will reach 45,711 tenge. The average size of the basic pension will increase from 55117 to 66,676 tenge.
