The building was erected using stone, which was made from a local sandy mine. The building is an architectural monument. Still other buildings, houses and buildings of social significance were built at the expense of the international fund. This organization was created by America and Europe, which provided financial assistance in the territory of Kuzbass in 1922-1927.

This project is unique in its kind. In the process, many peoples were united, which showed very high results and productivity of joint labor. Most of the buildings that have survived to this day were the projects of the Dutch architect JB van Locham. These buildings are also monuments of architecture.
