System of executive authorities: the concept and the Russian outlines

The system of executive authorities is a set of political institutions that carry out functions for the management, control and supervision of adopted legislative acts. Powers of such institutions are usually prescribed in the Constitution, as well as in a special legal document whose operation is equivalent to constitutional norms. In this regard, the established norms governing the activities of these institutions are not reviewed in the ordinary legislative order, which ensures the integrity and continuity of the policy.

Power and Institutions

The system of executive bodies is one of the basic parts of what we usually call state power. All state institutions operate within the framework of a generally accepted political strategy and thereby determine, first, the format of the existence of the executive authority as such. Secondly - in public opinion - the authorities in general. In other words, power is associated with both the political activity of individuals and with providers of public policy, which is the system of executive authorities.

Institutes and regimes

Functional content and legal mechanisms for the activity of personalities (politicians) and the institutions themselves are usually different. In European and North American political traditions, the political position is conditioned by its a priori legitimacy, depends on electoral moods and, ultimately, on public opinion. Therefore, it can vary depending on the specific socio-economic situation, is significantly modeled depending on the election. The position of institutions, on the contrary, remains unchanged due to the fact that it expresses not so much political as public interest. Politicians are changing, but the state remains. As well as the system of executive authorities remains unchanged. This is explained by the fact that politics is separated from bureaucracy: public administration can not be built on the principles of political expediency.

Grounds

The system of executive bodies is also an integral part of the political regime. The paradox is that, for all the normative invariability of state power, its key element - the government - is still a political body. However, thanks to this paradox, a management and constitutional link is ensured, which guarantees legal security and the progressive development of society and the country.

Russian implementation

The system and structure of executive bodies of the Russian Federation in total represents the following construction:

- The President forms and directs the activities of the government, other political institutions.

- The government is a legal institution that realizes the full extent of executive power in the state.

- Federal ministries - bureaucratic organizations that are part of the system of state power, which are given appropriate powers to manage public resources, including in the field.

- The executive branch of the administrative subjects of the Russian Federation is bureaucratic structures formed by the subjects of the Russian Federation and carrying out state administrative functions on the ground.

In other words, the system and structure of executive authorities is an integral legal composition that creates, realizes and conducts a unified political line throughout the country. Thus, the federal system of the state is supported, including by constitutional methods.
