Konstantin Titov: photo, biography

Konstantin Titov, whose biography is described in this article, is the ex-governor of the Samara region. He led the region for eight years. First, B. Yeltsin was appointed governor, and then V. Putin. Twice resigned on his own initiative.

Childhood

Konstantin Titov was born on October 30, 1944 in Moscow. His father was a worker of Glaucus. Konstantin Alexeevich had several times to move to live in other cities. First his father took the whole family to the Volgograd region, in the town of Kalach-na-Donu. Then, in 1952, - in the Vologda region, in Vytegra, and in 1653 - in Togliatti. There Alexei Sergeevich (father of Constantine) received the post of the head of the department in Kuibyshevgidrostroy. A little later, already in Kuibyshev, I got a job as the chief engineer of the Council of People's Commissars.

Education

Constantine graduated from high school in Stavropol-on-Volga in 1962 and continued his studies at the Kuibyshev Aviation Institute (now Samara State Aerospace University). He graduated in 1968, becoming a mechanical engineer. From 1975 to 1978 he studied in full-time postgraduate study at the Department of Industrial Economics. Then he became a research fellow.

Job

While studying for the first year at the Kuibyshev Institute, Konstantin worked simultaneously at the local aircraft factory as a milling machine. After graduating from the university received a referral to the same plant, but already as a flight mechanic of the flight test station. I worked in this position until 1970.

After graduating from graduate school, I started working at a planning institute. For 10 years, Konstantin Titov has passed all the steps of the career ladder. He began with a junior researcher, later became the head of the research laboratory for the Volga economic region. Konstantin Alekseevich dealt with problems of efficiency of fixed assets, capital investments and new equipment. He was drawn to the drafting of the draft law on cooperation, adopted in 1987.

From 1988 to 1990, Titov worked as a deputy director in the research and production center "Informatics". Then he became a deputy of the Kuibyshev City Council of People's Deputies. A couple of months already presided over him.

Beginning of Party Work

In 1969, Konstantin Titov, whose photo is in this article, became deputy secretary of the Komsomol at the Kuibyshev Aviation Plant. In 1970 he began to engage in Komsomol work in the city committee of the Komsomol, became deputy head of the department of students. He was appointed head of the student group of workers. In 1973, Konstantin Alekseevich left the town hall and became secretary of the Komsomol in the Kuybyshev Planning Institute.

The rise of political career

In 1991, the day when the coup of the State Emergency Committee occurred, he went to a sick leave. He avoided participation in public events for several days. And on August 21, he began to urge the city authorities to comply with the decrees of Yeltsin, the president of the RSFSR, declaring the unconstitutional creation of the State Emergency Committee. As a result, on August 31, 1991, Titov was appointed to the post of head of the administration of the Samara region.

In 1993, when the confrontation between the president and the Supreme Council took place, Konstantin Alekseevich again took the side of Yeltsin. He condemned the attempt of the Samara regional council to declare decree No. 1400 unconstitutional.

In 1992, the governor of the Samara region, Konstantin Titov, joined the political council of the Russian Movement for Democratic Reform (RDDR). In 1993, this organization almost ceased its activities. A Titov met with scientists from the environment of E. Gaidar. And he joined the party of the FER (Democratic Choice of Russia).

He joined the political council, and in 1995 was delegated by E. Gaidar to the party of the People's Democratic Republic (Our Home - Russia), which was created by V. Chernomyrdin. Konstantin Alekseevich left the DDA. In the spring of 1995, he became the head and deputy chairman of the Samara branch of the party. From 1996 to 2002, he headed the Committee on Budget, Taxes, Customs and Currency Regulation, Finance and Banking.

In 1996, Titov was elected by a majority of votes for the post of governor of the Samara region. In 1997, he resigned from the post of vice-premier of Russia. Konstantin Alekseevich was considered by many to be Yeltsin's successor. And Titov repeatedly criticized his rival - V. Putin. It was Yeltsin who later officially named his successor.

Frustrated by the election, Konstantin Titov resigned from the governor's post. But when early elections of the head of the Samara region began, he again put forward his candidacy and collected 53% of the vote.

Titov was chairman of the party RPSD, then - SDPR. In 2004, Konstantin Alekseevich appeared in the case of illegal allocation of budgetary funds for the Samara gubernia trading house. But from the accused Titov was re-qualified as a witness. And he was able to retain the governor's post thanks to a new appointment to it by President V. Putin.

In 2005, Titov became a member of the party "United Russia". In 2007 he voluntarily refused from the governor's post. And he became a member of the Federation Council from the Samara region. From 2007 to 2008 he was deputy chairman of the Committee on Social Policy. Then in the same post, health care was added. Since 2008, he is a member of the Commission for Cooperation with the Accounts Chamber of Russia.

A family

The former governor of the Samara region, Konstantin Titov, is married to Natalya Borisovna Znamensky. In 1974 they had a son, Aleksey. He successfully graduated from the Samara State Economic Academy. In 1998, he was appointed to the post of chairman of the board of Gazbank. Konstantin Alekseevich is a happy grandfather, who now brings up two grandchildren, Constantine and Ivan.

Ranks and awards

Konstantin Titov is a doctor of economic sciences. Member of two Academies - Russian and Fundamental Sciences. He received the title of Honored Economist of the Russian Federation. He was awarded several orders. In 1998, he was named the man of the year for achievements in public life.

Titov K. T. - laureate of the All-Russian Prizes: "Golden Mask", "Russian National Olympus" and Peter the Great. He was a member of the jury in the contest Person of the Year. In 2003 he received the title of regional leader of Russia. Konstantin Alekseevich was recognized as one of the best governors.
