Insurance contributions to extra-budgetary funds and the procedure for their payment

The state must act in the interests of citizens, therefore it conducts the appropriate policy (demographic, ecological, social, economic and others). As a means, the price and financial-credit mechanism is used.

The budgetary system includes the relations that are associated with the accumulation of material resources. The money is kept in extra-budgetary funds, which are called to ensure effective performance of the functions of the state. This happens in the form of an annual withdrawal of a certain part of GDP in the form of taxes.

Insurance contributions to extra-budgetary funds are paid by:

- all employees who create their own labor intangible and material benefits, which are derived from this income;

- Entrepreneurs, including investors.

There are four extra-budgetary funds:

- social insurance;

Employment;

- Pension;

- health insurance.

Let us consider in detail insurance contributions to extra-budgetary funds. The Pension Fund of the Russian Federation is accountable to the government of the country. This institution monitors the full and timely receipt of contributions. The tariff is set as follows:

- for the majority of employers (production, trade, provision of services) - 28% of all revenues, for example, work under a contract of assignment, a contract;

- for state farms, collective farms, including enterprises operating in the production of agricultural products - 20.6% of wages;

- for farmers, peasant households, individual entrepreneurs, family communities of the peoples of the Far North, lawyers, notaries, private security guards, detectives - 5% of the amount of income;

- for institutions and enterprises that pay royalties - 26% of the amount received;

- for citizens who buy the labor of employees for personal purposes (repair, building a house, etc.) - 28% of the amount of payment.

The accrual of insurance contributions to the Social Fund is mandatory for all employers. The monetary savings of the Social Insurance Fund can not be transferred to the budgets of the Russian Federation. It is administered by the Russian government.

The insurance rate is set for institutions, enterprises, organizations and other farms in the amount of 5.4% of the payment for work. This fee is also paid by citizens using hired labor in their personal economy, farmer, peasant farms, family communities of the peoples of the Far North.

The Employment Fund is designed to pay for activities related to the implementation of the employment policy of the population. It is formed by:

- contributions from employers;

- payments from the earnings of employees;

- Appropriations from local and republican budget.

Payers are various organizations and other farms. The tariff is 1.5% of the salary. The fee is not paid by citizens who bought hired labor for their own purposes, entrepreneurs and other citizens who are not officially employers. Insurance contributions to extra-budgetary funds are also made by farmers', peasant farms and family communities of the peoples of the Far North.

The funds of medical insurance accumulate funds owned by the state. They are created by bodies of local government.

Medical compulsory insurance in the Russian Federation is payable at a rate of 3.6% of the salary. Of these, the Federal Fund - 0.2%, the remaining 3.4% - in territorial.

Pay contributions:

- organizations, representative offices and branches of foreign legal entities;

- farmer, peasant farms, family communities of the peoples of the Far North;

- Citizens who bought hired labor;

- private detectives, security guards, notaries, lawyers;

- persons of professions related to creativity.

Insurance contributions to non-budgetary funds are subject to compulsory payment by all authorized market entities.
