Igoshin Igor Nikolaevich in the State Duma from United Russia is on the committee dealing with economic policy, innovative development and entrepreneurship. He was a member of the State Duma for the first time in 1999.

Beginning of biography

The birthplace of the future deputy is the city of Kirov. Date - 11/12/1970.

In 1989-1990, the place of his work was the Regional Committee of Television and Radio Broadcasting in his native city.

Prior to 1993, he studied at the All-Russian Correspondence Financial and Economic Institute.

In 1995 Igoshin Igor Nikolaevich took the post of general director of "Agroprodukt", and four years later - the general director of "Real-Agro".

At the end of 1999, he was elected to the State Duma of the Federal Assembly of Russia.

About political activity

Igor Igoshin was elected to the State Duma as part of the federal list of the Communist Party of the Russian Federation from the regional group of Moscow Region under the fourth number.

Since January 2001 he is a member of the Agroindustrial Deputy Group, he is a member of the Committee on Problems of Agrarians.

Since 2001, he joined the Duma's inter-factional group of the Duma, the "European Club", and soon left the Agricultural Committee and joined the Committee, dealing with the budget and taxes.

On 27.05.2006 Igoshina was elected to the post of secretary of the political council in the Kirov regional party branch.

In 2008, he was nominated as a candidate for the post of regional governor of Kirov.

At the Duma elections in 2011 Igoshin was nominated by "United Russia" as part of the federal candidate list at number four. He was a member of the thirty-sixth regional group representing the Vladimir region.

The authors believed that this way the effect of the governor on legislators will be limited and the work of the parties will be stimulated.

In the beginning of 2002 Igoshin Igor Nikolaevich, whose contacts among entrepreneurs are quite extensive, proposed a bill to improve the tax climate for businessmen.

In his draft, any new law that worsens the taxpayer's position should be put into effect three months after publication, but not earlier than the beginning of the next year. In "Vedomosti" was published an article on this subject, after which the bill was unofficially called the "Igoshin-Putin Amendment."

Draft on the blacklist

Igoshin proposed a bill providing for the so-called blacklist of airline passengers. This meant the introduction of a mechanism for the formation of a list of air passengers who are offenders, which airlines have the right not to allow on board the aircraft.

The document presupposed the entry in the register of persons who committed an offense during the air flight for the last five years and this is confirmed by the courts.

The crew members, on orders from the commander of the aircraft, were given the right to apply due measures, including compulsory measures, to persons who violate the procedure, creating immediate threats to the safety of the flight and refusing to follow the instructions of the airliner's commander.

During the 6th convocation of the State Duma

During the last sixth convocation of the State Duma, Igoshin led the Working Group on a draft law changing the federal contract system. The bill fundamentally modernized the existing scheme of public procurement.

Igoshin proposed anti-corruption amendments, as well as amendments that close the opportunity for unscrupulous customers to use poorly protected from corruption procedures.

The main goal of the bill, according to Igoshin, was the elimination of inter-departmental confrontation.

Igoshin was asked to change the procedure for determining a fixed amount of insurance premiums for compulsory pension insurance for an individual entrepreneur who does not make payments to natural persons.

He proposed to limit the time limits for temporary stay in Russia for foreigners who visited the Russian Federation in a visa-free regime, up to 90 days from each 180-day period.
Management activities in multi-apartment buildings are proposed to be licensed.

Supervising expert advice

As a member of the Duma Committee on Economics, Innovation and Entrepreneurship, Igoshin supervises the work of several expert councils, in particular:

  • On the development of social entrepreneurship;
  • On innovative development;
  • On the functioning of an international financial center;
  • On affordable housing;
  • On the issues of legislative regulation of public procurement and procurement carried out by certain types of legal entities;
  • On the organization of the development of the investment regime between Russia and the Iberian countries;
  • On import substitution issues.

The charge of plagiarism

In 2013, some bloggers expressed suspicions that the Ph.D. thesis, which Igoshin defended in 2004, saw elements of plagiarism. In particular, the coincidences with the thesis, which Natalia Orlova defended two years earlier, are noted.

Igoshin denied all accusations of plagiarism. He considers them timed to the consideration in the State Duma of a draft law on changes in the contract system. The document provided for the regulation of public procurement procedures, which were estimated at several trillion rubles.

Attempts of various pressure on the members of the working group developing this law, which was headed by Igoshin, were quite significant, right up to the threats.

One of the attempts to discredit Igoshin resulted in a scandal with plagiarism. The deputy did not intend to justify himself, but suggested that the prosecutors prove their case using the appropriate official procedures. However, no procedures were initiated in this regard.

About private life

Igoshin Igor Nikolaevich, whose wife provides him constant support in difficult political life, is engaged in the upbringing of two children.

The family lives in an apartment with an area of 30 square meters.
