Housing subsidies. How to get a subsidy? Housing allowance for servicemen

What is meant by the term "subsidizing"? What are housing subsidies and what can they get? How to apply for public utilities? In it, we will provide the necessary information about targeted assistance programs to various segments of the population and tell you how to formalize subsidies. In addition, we will describe what documents are required for this and where to go.

Definition of term

Subsidy (Latin "support") refers to the specific financial assistance targeted by the state to some, mostly poor, sections of the population. It does not presuppose the issuance of cash, but allows you to receive any benefits. Characteristic features of the subsidy are:

  • Gratuitous basis for the provision of financial support;
  • Partial, partial financing;
  • Specific, targeted nature of assistance;
  • Budgetary nature of financing.

In Russia, subsidies, that is, the provision of assistance to citizens who have a difficult financial situation, is carried out in various spheres. Housing subsidies allow you to partially compensate for the cost of housing in a critical financial situation. Community subsidies help low-income citizens pay services for water, heating, electricity, etc. The state also provides support to people leaving the regions of the Far North and young families who are in dire need of improving living conditions. Measures of assistance and support to low-income citizens

The Government of the Russian Federation provides assistance to families in a difficult financial situation, including providing financial means for purchasing housing. The addressees of such subsidies are usually poor and socially unprotected segments of the population - single people, low-income and large families, people with disabilities and other categories of citizens who have lower income than the subsistence minimum established by law. Obtaining a housing subsidy becomes possible if two conditions are met: recognition of a family or a lonely resident by the poor, and the existence of an established need to improve living conditions. The poor are those who have income below the legal minimum subsistence level in the respective region. At the same time, an important condition is that they experience significant financial difficulties not in accordance with circumstances that depend on them. For example, a family will not be recognized as poor if its able-bodied members use drugs or suffer from alcoholism and therefore do not work.

Family definition in the current legislation of the Russian Federation

It is worth noting that the legislative power of the Russian Federation under the family considers a group of persons living together, having a joint farm and necessarily belonging to some degree of kinship, established by law and documented. According to the Family Code of the Russian Federation, family members include spouses, children and parents, as well as adopted and adoptive parents. This means that a parent can be considered a family, raising a child, a married couple who have no children or who have adopted children. In the event that the marriage was officially registered, but the members live separately and do not have a common household, they can not be considered a family, and therefore they do not have the right to state assistance in the form of housing subsidies.

We determine the amount of the subsistence minimum

The subsistence minimum is defined as the minimum level of income that is necessary to ensure a normal standard of living. In Russia, its value is calculated on a quarterly basis, with the consumer basket and food price statistics, goods of the non-food group, as well as expenses and services for necessary fees and charges. In different subjects of the Russian Federation, the subsistence minimum may differ. It is also important that for different categories of the population - able-bodied citizens, children and pensioners - it is set separately. In determining the family of the poor , the following procedure is carried out. Set the regional value of the minimum subsistence for the last quarter. Then compare it with the average per capita income of family members (or a single person) received in the last three months, which preceded the appeal to the social protection bodies. All incomes of relatives add up and divide by 3, in the end we get an average amount of income for one month. Further, the result is divided by the number of family members. If the average per capita income figure is less than the subsistence minimum, then the family has every reason to get poor status after applying to the social protection bodies.

We get the status of a poor family

To recognize the family, the poor should be sent to the department of social protection of the population. In large cities, such social assistance and support bodies function in every district. When applying, it will be necessary to provide a package of documents, including:

  • passport;
  • Certificate of INN;
  • Certificate of marriage registration;
  • The birth certificate of the child;
  • Certificate of registration at the place of residence;
  • Certificates and other documents that can confirm the level of income;
  • Documents for property (cadastre certificate, certificate of ownership).

The list of all necessary documents can be clarified on the official website of the local social protection authority or directly on the spot. In the case of providing all the inquiries and photocopies satisfying the request, after 10-30 days the family will be deemed to be poor.

We issue a housing subsidy

After getting the status of "needy", you can begin to register a housing subsidy. Those who need to improve their living conditions can be recognized as family members in the event that at least one of the following conditions is met:

  • The family does not enjoy housing under a social employment contract;
  • The family does not own a dwelling;
  • The room in which the family members live is officially recognized as an emergency;
  • A seriously ill person with an incurable disease (for example, tuberculosis) lives with his family;
  • The family has housing, but the minimum area per member is not respected.

How to get a subsidy? First of all, it is necessary to provide a package of documents to the housing subsidy department - a local government body. As a rule, you will need to bring a passport, certificates from the home book and BTI, certificates from the cadastral and registration chambers, which confirm the absence / presence of a dwelling in the property. After submission of documents, the commission within 30 days will decide whether or not to register a family in need of improving living conditions. If the decision is positive, the administration will issue the document and assign the number in the queue. Now we only need to wait (unfortunately, the waiting can take from six months to ten years or more). Although in some cases it is possible to obtain an extraordinary housing subsidy. This applies to people suffering from serious diseases and needing a separate housing, as well as living in emergency buildings that are not subject to repair and reconstruction.

We get money to buy new spacious housing

Gratuitous housing subsidies are provided only by bank transfer. The amount that the city administration will allocate will depend on the average market value of 1 m² of housing space, on the rate of providing an area to a family with a certain number of people, and on the number of years that have elapsed since registration. It is worth noting, usually the maximum subsidy does not exceed 70% of the cost of housing. As a rule, the money allocated by the city is not enough to buy housing, so in this case it will be necessary to sell the existing living space, add funds from personal savings or use a mortgage. Housing subsidies can be used within six months from the date of receipt of certificates. You can direct the received funds solely to improve housing conditions, that is, to purchase a new apartment, build a house (or increase its area due to repair and construction work), as well as to pay off payments in a construction cooperative.

Housing subsidy for young families

In Russia within the framework of the program "Housing" there is a subprogram called "Provision of housing for young families." It involves the provision of financial assistance for the acquisition of living quarters for young married couples. To obtain a housing certificate for this program, you must have the following conditions:

  • The age of spouses (or one spouse, if the family is incomplete) must not exceed 35 years;
  • The family is registered for improvement of housing conditions;
  • The family has an income level that allows to pay off the residual value of the apartment.

To include a young family in this program, it will be necessary to provide a package of documents to the housing subsidy department - the local government body. Requests for inclusion in the program and provision of a subsidy (2 pcs.), Passports of family members, certificates from the BTI, USRP, confirming that the family needs to improve housing conditions and do not own real estate are required. Within 10 days after filing all the necessary documents, the commission will review them, and then issue a verdict on including / not including a young family in the program. If the outcome is favorable, the couple can receive a housing certificate in order of priority.

Housing subsidy for servicemen. Assistance to veterans of the Second World War and disabled people

In Russia, financial assistance for the purchase of housing is provided not only to low-income and young families. A non-reimbursable housing allowance is provided to servicemen who are dismissed (retired), whose service record is 10 years or more, does not own residential premises and is recognized as being in need of better conditions, and also to be closed and isolated from military camps. The size of the subsidy for the military is 80% of the cost of housing (according to the social norm of the area). At the same time, the remaining 20% of citizens need to pay extra from their own savings or use a loan. A housing subsidy for military personnel with a working record of more than 25 years is granted at a rate of 100% of the purchase price of housing. The social norm of the total housing area is used to calculate the amount of assistance: 33 m² for a single person, 42 m² for a family of two members and 18 m² for each person for a family of three or more people. In addition to servicemen, the state cares about veterans of the Second World War and disabled people. Community subsidies

Community subsidies are provided if the cost of paying for an apartment, water, heating, etc. exceeds 22% of the total income of family members. Subsidies to pensioners will be provided if they are citizens of the Russian Federation, have a registration at the place of residence, and the share of expenses for the payment of apartments and services exceeds 22%. It is important to remember that the subsidy will be provided in the event that the citizens do not have arrears in payment for utility services and rent.
