Regional Policy

The regional policy of the state is an important part of its economic policy and covers the totality of various administrative, legislative, and economic measures that are implemented by both local and central authorities. All these measures are aimed at regulating the distribution of productive forces.

State regional policy is a branch of management of social, economic and political development in the country in the regional (spatial) aspect. In other words, this sphere is related to the relations between the regions and the central apparatus of the country, as well as the relations of the regions with each other.

Regional policy is a component of the national strategy for socio-economic development and provides for several directions.

  1. Forming the ratio of the driving forces of regional development and ensuring interaction between them.
  2. Determining the relationship between regional and national aspects in development, levels of economic management.
  3. Developing new territories and resources, raising the economy in backward areas.
  4. Addressing issues of a national-economic nature (in a multinational country).
  5. Solution of urban problems (related to the increasing role of cities).

Among other areas of the industry should be noted the regional aspects of agrarian, demographic policy. The manifested attitude of the state apparatus to each of the above-described areas and certain activities that are carried out on them form the content of the policy pursued by the state apparatus on the ground. In developed countries, the content of regional events is approximately the same.

  1. Reconstruction (restoration) of the economic state of depressed (backward) industrial regions, development of underdeveloped territories.
  2. Decentralization of agglomerations (moving out of the cluster) and areas with a high concentration of production.
  3. Formation of new industrial units outside the urban settlements that do not have links with existing industrial centers.

Regional policy under the scheme described above prevents the growing imbalance both nationwide and in its regions. This branch of management in developed countries plays a very significant role. At the same time, in the powers of less developed problems in the regions often are more acute. This is due to the fact that regional policy requires considerable expenditures.

The areas of work with areas in developed countries can be identified as follows:

  1. Integration into a single trading platform of all areas in the country.
  2. Economic growth of less developed regions, softening of disproportions.
  3. Mastering in a fuller scale of human and natural resources.
  4. Placement of new industrial projects from a rational point of view.

In Russia, regional politics play a significant role. This is due to the huge differences in socio-demographic, natural-geographical, economic and other conditions within the country. In the Russian Federation, a unified approach to the regions is not applicable.

The importance of regional policy in the process of transition to market relations increases to a large extent. Along with this, the tension in the social and economic situation in the regions, pronounced contrasts in social conditions can threaten the existence of the country, leading to its disintegration. In this connection, the purpose of regional policy is also to weaken internal tensions, while preserving the unity and integrity of the state. Change in the situation inside the country provokes changes in the content of work with the areas.
