Travel of a regulated T-junction on a bicycle

The rules for the T-junction do not regulate how to make a left turn to a cyclist, although this maneuver is considered the most difficult.

So, according to the established rules, if a person on a bicycle moves on a multi-lane road or in the center of the road there are rails for the tram, then he has no right to turn to the left. And what to do in a situation where this maneuver is necessary?
