Technical plan of the house: features, documents and requirements

Accounting for housing stock provides for the existence of a database, which contains documentation on construction sites. The technical part of the documentation is a plan in which information about a building or its premises is indicated. Also in this way information about unfinished objects that are registered as a real estate is collected. In the future, the technical plan of the house to which the cadastral number is assigned is entered in the state register.

When is a technical plan required?

The most common situation that requires the drawing up of a technical plan is the commissioning of a new building. Each new building is registered in the cadastre. To do this, data on the building are collected, certified by the relevant authorities and registered in the relevant database. At the same time, there is not only a technical plan for the house, but also similar documentation for individual rooms and building structures. The document is also necessary after reconstruction or re-planning. If technical characteristics have been changed during the installation and repair operations, then the information in the state register should be updated accordingly. Less often, a review of the plan is required in cases of litigation and real estate transactions.

Features of the technical plan for the house

The plan is sometimes confused with the technical passport of the property, but there are a lot of differences between them. In particular, the passport for the facility provides for the inclusion in the package of documents information on exactly specific technical characteristics in the smallest engineering details. In turn, the technical plan of the house contains more extensive information required for cadastral registration. That is, in this case, it is not so much an engineering and architectural component that is important, as much information about a building as an object of real estate. Moreover, a technical passport can also be included in the package of plan documents. There is one more feature of the technical plan, which appeared not so long ago. It consists in the need to describe the contour of the object to further its binding to the land on which it is located. Thanks to this innovation it will be possible to accurately determine the location of the property. The binding is performed strictly according to the coordinates of the contour points of the building.

What documents are required to draw up a plan?

During the execution of cadastral operations, different documents may be required depending on the type of the target object. But there is also a basic list, which includes the following documentation:

  • Extract to the land from the cadastre. It's just about the square on which the building is located.
  • Permission for construction.
  • Project document or technical passport, which was compiled earlier.
  • Permission to put the house into operation.
  • A certificate or an act from local authorities regarding the assignment of the postal address.
  • Other documentation that may be required. As a rule, the technical plan of the house is compiled with the participation of different cadastral specialists, who can expand the primary set of documentation depending on the specifics of the object.

If there is no one or several documents from the list, you can use the possibility of drawing up a declaration, which will indicate all the necessary information for completing the cadastral registration.

Requirements for the design of the plan

The design of the plan is allowed both on paper and in electronic form. If in the first case the document is certified with the appropriate seal, then in the second case - with the help of a digital signature from the cadastral engineer. When using paper as a carrier, two copies must be prepared. The main one will be sent directly to the register, and the second copy will be required as an annex to the agreement on cadastral work. You should also consider the possibility of making corrections. In such situations it is necessary to certify each correction with the signature of the engineer. At the same time, unconfirmed changes in content, addition and striking are not allowed. In the standard form, the technical plan for a residential house includes two parts - text and graphics. In both cases, when designing, you can not use a pencil, as well as foreign words and notations.

Contents of the text part of the plan

The main part of the plan will be textual information in the column on the characteristics of the house. As sources of information for this part, the same technical passport can be used - in fact, for this reason it can be said that it is included in the plan documentation. The text part usually contains data on the purpose of the building, the availability of underground facilities and storeys. The last point is especially important if a technical plan of an apartment building with several floors, utility rooms, basement, etc. is made. All the objects that make up the building must be registered. The material for the fabrication of structures is also indicated - for example, it can be noted what the walls are made of. In a separate column information about the date of commissioning of the facility is given. Since such information is sometimes absent at the time of recording in the cadastral register, it is possible to limit oneself to specifying the year when the construction was completed.

Contents of the graphic part of the plan

In this case, the main part of the initial data is taken from the cadastral statement about the plot on which the building is located. Also, a cadastral plan of the territory with cartographic materials can be taken. The basis of the graphic section is formed by the scheme on which the object and its outlines are displayed. The drawing represents the boundaries of the plot, as well as its parts. Communication engineering networks are also applied to graphic documents in the form of special signs. But this is not all the information that technical documents contain. The house and its infrastructure can be closely interconnected with streets and other objects that allow you to determine the position of the main building. Accordingly, the plan includes road interchanges with adjacent sites of local infrastructure.

Procedure for obtaining a technical plan

The development of the plan is handled by a cadastre engineer. The owner of the building may need a document when registering the property as part of the general registration of the title to the property. You can start the procedure by making an agreement with an engineer who provides such services. If the technical plan of an apartment building is required, the process of registration must be initiated by the tenants. Further, the service organization submits the documents for the development of the plan to the same specialists from the cadastre. It can be an engineer or a special commission, which will help to conduct and further processing of documentation when the building is registered.

Conclusion

If there are all the documents that are needed for the state registration of the house, then the plan is more likely to be adopted. The main thing for the customer is to trace the correct transfer of data from the main sources to the text and graphic parts. The cost of a technical plan for a residential building does not exceed other registration documents for real estate. Of course, prices are largely individual and depend on the specific characteristics of the facility, but on average this amount is 7-10 thousand rubles. At the same time it is desirable to immediately agree with the contractor about further support of the project before the final setting of the building for cadastral registration.
