STSI - the abbreviation. Main tasks and functions of the State Traffic Inspectorate

Every year in the world, the number of cars on the roads increases. People get a driver's license and become happy owners of foreign cars. But, apart from the joyful moments, widespread motorization has the main disadvantage - increased accidents on the roads. In Russia, more than 10 thousand people die every year in an accident. Therefore, the problem of safety in the field of road traffic does not cease to be relevant. To solve it, the State Traffic Safety Inspectorate was created in Russia. The interpretation of the abbreviation is of interest to many people.

Creation history, meaning of abbreviation

Control of road traffic safety is carried out by state and municipal authorities. But in each state there are special units of the Ministry of Internal Affairs, whose activities are aimed at solving problems, problems and issues of road traffic. In the world they are called differently. In Russia it is the State traffic police, which is an intra-departmental structural subdivision of the Ministry of Internal Affairs. The concept of traffic police (the decoding will be presented below), first appeared in 1936. In the beginning, the State Automobile Inspectorate was created , which in the people was abbreviated as GAI. In 1998, it was renamed the State Traffic Safety Inspectorate (decoding - State Road Safety Inspectorate).

Structural units

State traffic police is a part of the Ministry of Internal Affairs of Russia. Its system includes territorial, specialized units and research-type institutions. Few know how to decipher traffic police. This term means the State Road Safety Inspectorate. The main administration here is a federal body. The concept of traffic police, the abbreviation is spelled out in legislative acts. Presidential Decree No. 711 stipulates that the State Motor Inspectorate conducts federal supervision and performs licensing functions in the areas of road and transport traffic security. The system of the State Traffic Safety Inspectorate includes:

  • A subdivision at the federal level - the General Directorate;
  • A special purpose center;
  • Unit of inspection of territorial bodies of the Ministry of Internal Affairs;
  • Specialized subdivisions;
  • Divisions by cities, districts, municipalities;
  • Scientific, research institutions.

Territorial bodies, departments, divisions of the State Traffic Safety Inspectorate have a double subordination. Linearly, they submit to the appropriate ATS, and on the functional part - to the higher authorities of the State traffic inspectorate. The head of a separate section of the traffic police and his deputy are appointed Minister or the head of the Internal Affairs Directorate. Higher levels of inspection are supervised by subordinate levels. The Minister and the Chief of the Interior decide on the organization of the work of all subordinates.

The legal basis of the State Traffic Safety Inspectorate and its activities

The law "On Police", approved by the President "Regulations on the State Traffic Safety Inspectorate", the Administrative Code of the RSFSR, the Government Decree "On Road Traffic Safety" constitute the legal basis for the State Traffic Inspectorate. This includes other acts of legislation. What is the traffic police and what it does, not everyone knows. The State Inspectorate has elements that are characteristic of administrative oversight. The functions (lines of business) of an inspection are:

  • Design, construction of roads and control of their condition;
  • Registration of the TS and verification of their condition (ensuring proper quality of transport);
  • Admission of drivers to the management of the vehicle, the application to them of appropriate measures for non-compliance with traffic regulations;
  • Educational work with other participants in the movement (passengers, pedestrians, cabmen);
  • Search for stolen cars;
  • Escorting dangerous goods and others.

STSI Participates in the development of laws, government regulations, orders to the Ministry of Internal Affairs, other legislative acts related to security in the areas of road and transport.

Road-Patrol Services

The Regulation "On the State Road Safety Inspectorate" gives the concept of the State Traffic Safety Inspectorate. There, the main tasks of its traffic police (road patrol services) are defined.

  1. Preservation of life, property of each participant of the traffic sphere; Protection of their rights, as well as legitimate interests.
  2. Protection of interests at the public and state levels.
  3. Provision of safe conditions in the field of traffic and their smooth functioning.
  4. Prevention, suppression of administrative offenses in the field of road traffic.

A special role in the activity of the traffic police of the State Traffic Safety Inspectorate is assigned to monitoring compliance with the high-speed regime by the participants in the traffic. This is done with the use of special technical means. The traffic police officer must pass the test for the knowledge of the rules using radar.
