Socially important goods: a list. The list of socially important food products

What is the difference between black caviar and black bread? In addition to taste and price, of course. The answer is obvious. The degree of necessity and indispensability. Without caviar 99% of people can live without experiencing discomfort, but without bread it is already difficult. Indispensable products for the bulk of consumers are goods that are socially significant.

How goods can be socially significant

A list of such goods is approved by law. Of course, the list of socially important food products does not include either pineapples, avocados, or salmon. This is just the necessary minimum of the cheapest products. Products that will not stay hungry and do not experience a deficit in the basic vitamins and trace elements, nothing more.

But if you exclude any of these products from the average person's diet, you will not only have to change the habitual diet, but also significantly increase the amount you have to spend on food. Therefore, these products are called "socially important goods". The list of them is not too extensive, there are no delicacies in it, but it is quite understandable.

What is "socially significant goods"?

Such lists are closely related to the concept of the consumer basket. It includes the smallest possible list of industrial goods, such as clothing, household chemicals, furniture, appliances, shoes, etc., medicines, objects of cultural leisure. Of course, the consumer basket includes products identified as socially significant goods. This list is approved by the law "On the consumer basket as a whole for the Russian Federation". There are stipulated not only the names of services, non-food products and products, but also for how long the number of units is laid. That is, the law guarantees, for example, every citizen the opportunity to buy potatoes, a suit and go to the theater.

But potatoes per month can be not X kilogram, one suit needs to be worn for Y years, and the theater only visit N times a year. The exact norms of the consumer basket are calculated by each subject of the Russian Federation independently and are subject to revision every five years.

Legislative acts ensuring minimum consumption

The Law "On the Basics of State Regulation of Trade Activities in the Russian Federation" and the related bylaws - Resolution of 17.07.2010 on the approval of the list of socially significant goods and their marginal cost have much in common with the law regulating the filling of the food basket, but differ significantly In terms of the goals to be achieved.

The food basket is needed to determine the amount that is minimally necessary for a person per month. And from this amount the minimum wage, the sizes of various social payments and pensions are calculated. But the legislative act on the list of socially significant products should regulate prices for the most necessary goods. This excludes the possibility of using traders and producers of economic difficulties for illegal enrichment and protects the rights of the most socially unprotected strata of the population.

Why do I need a list of socially important goods?

In practice, the operation of the law is as follows. There are so-called "socially significant goods", the list of which is officially approved. The state reserves the right to regulate prices for these products in a manual mode, regardless of the situation on the market.

That is, even in the event of a total collapse of the national currency and huge inflation, the authorities have the right to limit the maximum cost of bread, potatoes or lean oil. Thus, the poorest sections of the population are guaranteed to be able to purchase food.

The list of socially important goods and the consumer basket - differences

Of course, from the above, it follows logically that the list of socially important food products will not include bananas, ham or chocolate sweets. Because if the buyer does not have enough money for potatoes or pasta, then this person will probably remain hungry. But if the consumer is not able to afford chocolate - well, he will drink tea with sugar. Either will find an additional opportunity to earn to be able to buy a favorite treat.

But the consumer basket regulates the issue of affordability of the subsistence minimum of goods for the population in the opposite way. Recalculation of actual prices of products included in the consumer basket is regularly carried out, and the amount of the subsistence minimum is adjusted accordingly. That is, if prices rose by 10%, then the cost of living increased by the same 10%.

List of products

As already mentioned, only the most inexpensive and necessary for life products fall into the category of "socially significant goods". The list includes 24 product names, but some of them can be better combined into one category, so as not to clutter the list:

  • Meat (other than boneless) - pork, beef, lamb and chicken (except for ham);
  • Frozen fish (only undivided);
  • Oil, sunflower and cream;
  • Milk fat content of 2.5% and 3.2%;
  • chicken eggs;
  • Sugar and salt;
  • Tea (baikhovy black);
  • Wheat flour;
  • Bread and bakery products (from wheat, rye flour and mixtures thereof);
  • Ground rice;
  • Buckwheat-yadritsa;
  • millet;
  • potatoes;
  • pasta;
  • Vegetables - onions, carrots, cabbage (fresh);
  • Fruits are just apples.

Obviously, these products can not be called luxurious, exquisite and diverse, especially depressing poverty in the choice of vegetables and fruits. Meat is almost a complete list of what is sold in the store or on the market, except for a delicacy rabbit or some exotic species like venison, and choosing a piece with a bone is not at all difficult, and then the broth can then be welded from it. Garnish is also quite diverse, many all life almost do not go beyond the boundaries of this list and feel great. But vegetables and fruits are evident in a deficit, a sufficient number of vitamins such a diet will not provide. It would be more logical to include seasonal additions in the form of cucumbers-tomatoes-cherries-pears, especially in the southern regions of the country. Perhaps, someday there will be new lists of socially significant goods, taking into account the specific features of specific regions of the Federation and the specificity of their pricing.

Limitations and conditions

It should be noted that the regulatory capacity of the state in respect of socially important goods is not unlimited. The authorities can use the right to "freeze" prices for these products only if there will be a rise in price from 30% per month. The time limit for fixing the maximum value of socially significant products is 90 days.
