He succeeded in his career: being the head of the administration, that is, the governor of the Khabarovsk Territory, he rose to the post of Plenipotentiary Representative of the President of the Russian Federation, was Minister for the Development of the Far Eastern Region.

Since the nineties he worked on dissertations and became a candidate, and then a doctor of economic sciences, a professor, a corresponding member of the RAS, an academician of the Russian Academy of Sciences.
