Because to evaluate a professional can only another professional in the same professional field, i.e. programmer. And in recruitment agencies, even if they declare their IT-specialization, they are not practical programmers, but recruiters who, with programming, are familiar at best theoretically (for example, they can be graduates of universities with IT specialization).
