There was a huge number of training bases and camps for mercenary terrorists from around the world.

Chechen leaders sought to destabilize the entire region of the North Caucasus. In the summer of 1999, large provocations began on the territory of Dagestan, several villages announced the creation of a zone that is subject only to Sharia law. But the hopes that the entire Dagestan will support the militants and completely shift to the side of the opposition did not materialize. Residents have fiercely resisted, self-defense detachments have been created, and the Russian Federation began to carry out preventive strikes against the bases and places of congestion of gangs of militants. The Chechen conflict broke out with renewed vigor, the federal troops quickly occupied the entire flat part of the territory of the republic, and Grozny blocked the winter. On February 6, 2000 the capital of CRI was completely controlled by federal troops. On February 29, 2000, the end of the active phase of the fighting was announced. All the forces of the "feds" were thrown on the blocking of directions, according to which the militants could leave. Whether it is possible to find a peaceful solution to the problem is unknown. The existence of the conflict is constantly supported by other countries. For example, it is extremely beneficial for the Arab sheikhs to delay the development of Caspian oil, as a result of which they actively sponsor militants with money, weapons and mercenaries. The incitement of religious hatred also negatively affects the overall development of the republic.
