Dmitry Livanov - Minister of Education and Science of the Russian Federation. Biography, family, career

Since the end of spring 2012, the name of this man is well known to Russian students, schoolchildren, and their parents. And here there is nothing surprising - after all, Dmitry Livanov occupies the chair of the Minister of Education and Science of the Russian Federation, and therefore directly affects the lives of the above categories of the population. In his record, not one loud reform in the field of education, his steps are often criticized, but the state continues to trust him with a high post ... What inspires the official to continue his active work?

"I will work as long as the employer has confidence in my work," the minister once said, and this quotation of Dmitri Livanov was flown by many domestic media in his time.

Where did he come to the very top of the Russian state pyramid of Lebanon? Who is he? What distinguished himself from other statesmen? How did he attain his current position and what is he like as a manager?

Origins

Dmitry Viktorovich Livanov first saw the light on February 15, 1967. He was born in the family of the Moscow intelligentsia. His grandfather was a KGB colonel, and father Viktor Livanov - a famous aircraft designer who created the Il-96-300 aircraft and headed the Ilyushin aviation design bureau at some time.

Dmitry's parents divorced when the boy was very few years old, and almost nothing is known about his mother. But we know about the stepmother - Rogozina Tatiana Olegovna, who is older than her stepson for only 14 years. My father's second wife was fit for his wife. She is a doctor of economic sciences, and she has held high management positions all her life.

The future minister Dmitry Livanov began his education in Moscow school No. 91, which he graduated with almost a round honors pupil - a four from young Livanov was only for the initial military training. With such a certificate and such an origin, the path before a young and capable Muscovite opened wide enough and with great prospects ...

high school

Naturally, after school Dmitry Livanov goes on to study further. And he stops his choice at the Moscow Institute of Steel and Alloys (specialty "physics of metals"). MISiS, he graduated in 1990 with a red diploma, then two more years he studied here in graduate school. Then he defended his thesis and in 1992 received a Ph.D. in Physics and Mathematics.

And after only 5 years, Livanov already flaunted the degree of "Doctor of Physical and Mathematical Sciences" (specialization - solid state physics). Later (in 2003), he received another higher education, graduating in absentia from the Moscow State Yurakademia, which was very useful to him later in future management work.

Carier start

It is quite natural that Dmitry Livanov began his career in the scientific sphere, and his education contributed to it. He did not have to go far: a talented graduate student was left to work in his native university immediately after the defense of the candidate's. At first he was just a research fellow in the MISiS synthesis laboratory. Then he became a senior research fellow, then he held the post of associate professor of the department of theoretical physics. And later he worked as a pro-rector for international cooperation, combined with a professor at the same department.

From scientific figures to managers

In the spring of 2004, Dmitry Livanov, whose biography before was exclusively connected with science, decided on a sharp turn in his career. He was invited to head the department of state scientific, technical and innovation policy in the Ministry of Education and Science of the Russian Federation. And he agreed.

However, with MISiS at the same time did not completely leave, continuing to be professor there until 2012, only at the department of metal science and non-ferrous metals. From the end of the autumn of 2005 to the beginning of the spring of 2007, Livanov served as State Secretary, replacing the then Minister of Education and Science Andrei Fursenko.

In this position Dmitry Viktorovich first announced himself to the whole country and provoked a flurry of criticism. He called for a reduction in the rights of state academies of the country, effectively depriving them of the opportunity to manage money, land, etc., independently. According to the concept developed by the official, the scientific and managerial functions of such institutions should be clearly separated.

Livanov was accused of trying to destroy the national fundamental science - and the RAS (the Russian Academy of Sciences) was particularly outraged.

In the end, the government approved the charter, which was developed by the academicians themselves. But thanks to the efforts of Livanov and some amendments to the law, the rights of academies have in many ways been curtailed. So, for example, they could no longer control the land uncontrollably and assert their presidents.

Rector of MISA

Meanwhile, the connection between Dmitry Viktorovich and his native institution was not interrupted. He remained a professor at MISIS, and in 2007 he was elected rector of this university.

At Livanov the educational institution undergoes drastic changes. The new leader introduces in practice the theoretical developments that have emerged from him during his time in the ministry. Thus, for example, MISiS was the first Russian higher education institution to switch to a foreign bachelor and master's program.

In 2008, Dmitry Medvedev, who at that time held the post of President of Russia, assigned the institute a higher status - he became the National Research Technological University. And Dmitry Livanov, As a promising employee, entered the first hundred of the Russian reserve of management personnel.

The Minister

Vladimir Putin, who again headed the Russian Federation in the spring of 2012, considered that such valuable personnel should not remain in the background. And already in May of the same year a member of the party "United Russia" and rector of one of the most prestigious universities of the country Livanov Dmitry becomes Minister of Education and Science of the Russian Federation, replacing his former boss, Fursenko. And literally from the first days began an ebullient activity, which caused the entire sphere of domestic education to shake and caused not a single scandal in Russian society. And continues to periodically call them up to this day.

Initiatives of Livanov

Minister of Education and Science of the Russian Federation D. Livanov, not yet being the head of the department, believed that in Russia the search of students. He did not change his convictions even after 2012. Already in his capacity as a minister, he openly declared the need to reduce budgetary places in universities almost doubled, followed by the reduction of "free" as such and the introduction of a system of educational loans.

Also, Livanov advocated the introduction of rigorous testing for admission to universities - on the model of foreign systems, and suggested that in addition to the USE, additional examinations for admissions should be introduced upon admission.

In his opinion, the state absolutely does not need an abundance of people with diplomas of academies, universities and institutes, when there is nobody to study in vocational schools and, accordingly, to work in factories and factories, too.

The conflict between Dmitry Viktorovich and the Russian Academy of Sciences continued, his level he publicly called lower than that of ordinary universities, and demanded reform. In addition, in the fall of 2012, the Ministry of Education and Science of Russia published a list of higher educational institutions of the country, which, according to officials of the ministry, worked ineffectively.

Scandals and criticism

Because of the twists and turns connected with the RAS, and other scandalous projects, a member of the United Russia party, Livanov, nearly flew out of the organization. In the scientific community he was sharply criticized, and the State Duma deputies seriously sought to deprive the minister of membership in the most influential Russian party structure. Livanov's response to such attempts was the statement that he is not the author of the Academy's reformation project.

A serious criticism of the actions of the Minister of Education and Science was also brought by Vladimir Putin, who reprimanded him and accused him of failing to fulfill his obligations. This was in the fall of 2012, and a year later the President actually took his words back.

Among scandals of a smaller scale, one can name the situation with the law prohibiting foreigners from adopting Russian children. Livanov came out categorically against him, which caused a wave of negativity in certain circles.

Also at all on hearing there was a history with embezzlement of budgetary funds, involvement in which Dmitry Viktorovich tried to prove the prosecutor's office. According to prosecutors, the state budget has lost an amount equivalent to one million dollars, because of the fact that Lebanon allegedly illegally contracted the company Teplocon LLC for reconstruction of the MISiS building.

Another "fire" broke out in the society after the publication of Dmitry Livanov in his microblogging, where the Minister of Education and Science angrily spoke about the work of one of the cellular companies, using obscene expressions and allowing a bunch of grammatical errors. Many were indignant at this behavior of a person, which should be a standard of culture and literacy. Users in social networks and journalists in the media questioned sarcastically, and whether Livanov Dmitry EGE, who is "tortured" by all Russian school leavers himself, will be able to hand over himself? .. The minister, in turn, was justified and said that the text for microblogging was not written by him.

There were other scandals related to the name of Dmitry Livanov. But he persistently continues to bend his line, regardless of criticism. One of the latest initiatives of the official was the decision to reduce the number of universities in the country. In his opinion, many institutions (especially non-state ones) are frankly weak and should not take a place under the sun, crippling the minds of their students.

Awards and outstanding achievements of Dmitry Livanov

In addition to Ph.D. and doctoral dissertations, Dmitry Viktorovich Livanov can boast of other achievements. For example, in his track record more than 60 publications of a scientific nature (of which about 50 - in foreign media) and the authorship of the textbook for higher educational institutions "Physics of Metals", which was released in 2006.

For one of the cycles of scientific works, Livanov, as a young scientist, awarded a gold medal to the Russian Academy of Sciences. And in 2011 he became the owner of the government prize as a representative of the educational sphere.

What is the minister interested in?

From time to time, Russians ask the question, how many languages Dmitry Livanov knows, which in many respects is oriented to the West and stands up for tougher tests on admission, in particular in English.

Of course, you can not take him to polyglots, but apart from Russian, the minister is fluent in Italian and, of course, English. At the last he writes his scientific works for foreign media, and also adores reading in the original detectives. In general, this genre of literature is the passion of Dmitry Viktorovich.

He also loves the theater and has a passion for extreme travel. For example, many remembered a loud holiday of Livanov, held at the North Pole. Just then the whole country discussed a terrible story in which a 55-year-old teacher ordered the murder of her 13-year-old student who did not reciprocate her sinful passion ... People believed that the Minister of Education in such a shameful moment for the country had to be in the workplace . At least until the end of the investigation. And they condemned him for leaving.

Personal life of Livanov

Almost from the school bench charming and attractive Dmitry Livanov was considered an enviable fiance. In the days of the students he led a violent personal life, and it is said that one of the novels ended with the birth of a child. There is information that the boy was called Constantine, and that Livanov, although not immediately, but his son admitted. True, this information is not confirmed in official sources. And the minister himself prefers not to talk on this topic.

But it is reliably known that Dmitry Viktorovich is still married with a student's bench. But here again confusion. According to some sources, he is married not to anyone, but to the daughter of the then rector of the Moscow Institute of Misiks, Yuri Karabasov, who, moreover, allegedly was the scientific leader of Livanov. This fact is indicated in many biographical references and causes idle gossip.

People with irony say that Dmitry Livanov, whose wife is a daughter of such an influential person, simply could not fail to finish the institute successfully and not defend his theses. In addition, if others needed protection for many years, then everything happened at an astonishing rate. Naturally, no one wants to associate such speed with the talent and diligence of the future minister. But with his personal life bind willingly.

According to other sources, the wife of Livanov Mordkovich Olga Anatolyevna has nothing to do with the MISiS rector, and all this is a fiction of journalists. Among such sources, an important role is played by the interview of Olga herself, in which she is surprised by the ingenuity of people who believed in gossip. After all, neither her surname nor patronymic has anything to do with Mr. Karabasov.

Well, Olga was born in 1967, June 15, and is almost the same age as her husband. She is a mathematician. Has a diploma of the Russian State University of Oil and Gas. Gubkin. He works in the field of IT and even was nominated for a national award in this field.

The couple brings up three children. Of these, two relatives are a son and a daughter, and one boy, Livanov and Mordkovich, was adopted at one-year-old age. The Minister of Education and Science has repeatedly joked that he has someone to practice in terms of technologies for education and training, because he is a large father. Are Dmitry Livanov's children criticized for his experiments - it is not known ...

But even so, he continues to be an active and enterprising person who always aspires only forward and is ready to break through to the stars through the thorns of the most dense scandals.

Whether the political activity of the minister is successful and whether his work is for the benefit of the country - this will be decided by the Russians. We will not draw any conclusions. But at the end, we will cite one folk joke that walks among the masses and is very popular among many citizens of our country.

The People's Joke

Since Livanov became Minister of Education, the quality of the latter has increased several times. Moreover, our education successfully competes with European and American, and sometimes it is more prestigious. This is proved by an authoritative scientific research, which was conducted in the Moscow metro. It turned out that Russian diplomas there are sold at a more expensive cost than their counterparts from Cambridge and Oxford, lying on the neighboring shelves.
