Career in the party

Only a year later he became secretary of the primary organization in the Central District of Tula. His career as a party functionary is developing rapidly. Rights of homeless people

As an environmental activist Oleg Alexandrovich Lebedev, whose photo was adorned in 2016 with the first pages of all Tula newspapers, he actively dealt with the problem of homeless animals.

In the State Duma, the deputy stood at the head of a working group that prepares for the adoption of the law "On Responsible Treatment of Animals." In 2011, it was adopted by federal parliamentarians in the first reading, since that time the work has stalled.

It was at the initiative of Lebedev that all provisions were excluded from the draft law that allowed the homeless animals to be put to sleep, their catch for subsequent euthanasia. All this will be strictly prohibited.

According to this bill, the solution of the problem of homeless animals will be carried out according to the catch-sterilization-return formula. This is what Oleg Lebedev insists on. Eventually, animals will continue to live on the street without any supervision and will not pose a danger to others. First of all, this, of course, refers to neglected dogs.

A similar program was already implemented in the capital as an experiment. She worked since 1999. However, according to the results of the experts gave her a critical assessment, many even said that it failed. For five years, about 200 million rubles have been allocated from this city budget for this project. A series of scandals related to the theft of this money also served to stop the implementation of the project. In addition, many public figures noted that the Moscow mayor's office spends more money on homeless dogs than on homeless children.

According to the chief sanitary doctor of the city of Moscow Nikolay Filatov, the implementation of this program negatively affected the epidemiological situation in the city, significantly worsening it. With this letter, he appealed to the Mayor of the capital Yuri Luzhkov in 2004.

Soon the sterilization program was criticized by the editor-in-chief of the Red Book of Moscow Boris Samoilov. According to him, there were so many homeless dogs that they killed all the roe deer in the Losiny Island area. And in general they are a threat to all Red Book animals living on the territory of Moscow. In relative safety, only proteins that can hide in trees feel themselves.

Despite this, Oleg Lebedev is convinced that the implementation of this program on a national scale, taking into account all the mistakes made earlier, will only benefit. Also, in his opinion, it is necessary to introduce the institution of the Commissioner for Animal Rights in Russia.
