Since August 2014, the law No. 328n comes into force. In accordance with it, a new version of the "Rules for the Protection of Labor in the Operation of Electrical Installations" is being introduced. Cross-sectoral standards prescribe to managers of each enterprise, on which technological processes imply the use of electrical equipment, without fail to conduct staff training in new rules and organize an unscheduled testing of knowledge. At the same time, the amount of information must be learned by employees in proportion to their duties.

Structure of the new Rules

The content of the appendix to Law No. 328n, of course, underwent some changes, but the names and meaning of the main sections remained the same. This applies to the contents of chapters, which stipulate the safety of work in electrical installations for which the issuance of a work permit is allowed. The rules stipulate that it should take place after the brigade has conducted a briefing on labor protection for workers, according to their specialties.

The first three sections of the annex to Law No. 328n specify the scope of its application, the requirements for personnel, the operational maintenance and inspection of equipment and do not mention work in addition to electrical installations. Detailed conditions for issuing, the procedure for registration, qualifications of the admitting, supervising and producers are set out in chapters beginning with V.

Work assignment

Electrotechnical personnel who are entitled to repair and maintain electrical installations must obtain an entry dress issued on a special form before commencing their duties. Its form and conditions of filling are given in the same Rules in Appendix No. 7.

In the work permit for work in electrical installations, the start time, venue, time of completion of work, their content, team composition, security conditions, position, full name of the responsible manager should be entered.

Repair and preventive maintenance in existing electrical installations is prohibited to be carried out without an assignment issued by a permit-permit. And also it is not allowed to increase the volume of works, the number of specialists, to expand the list of actions approved by the head of the enterprise.

Gives out an order-admission for the production of repair and prevention of the person responsible for the safety of production processes, after the instruction to employees, assessing the possibility and necessity of performing actions, determining the qualitative and quantitative composition of the brigade.

Organizational arrangements

The safety of work in electrical installations is stipulated in the fifth section of the rules. It refers to the organizational arrangements necessary to perform repairs and preventive inspection by administrative, technical, operational, repair and operational personnel, depending on the qualification group. It is assigned after training and testing of knowledge in specialized institutions.

The rules of work in electrical installations refer to the issuance of a work permit to organizational measures. In the fifth section, it is said that in the circle of duties the form is filled by the person responsible for the safe conduct of the work. According to the rules, this is:

1. The leader approving the list.

2. A specialist who issues an order-admission.

3. The employee giving the order.

4. The person who authorizes the preparation of the workplace.

5. Observer.

6. Manufacturer works.

The work permit for work in electrical installations or the order has the right to issue personnel of a certain qualification. Here there are some nuances. Thus, work in electrical installations up to 1000V is permitted for persons with group IV, over 1000 V for those with V group.

Order for the preparation of workplaces

The work permit for work in electrical installations contains not only information about the time and place of their conduct, but also the marks on the permit for the preparation of places for inspection, repair, and prevention. The operational staff, having the IV or V qualification group, in the form makes the corresponding entry and is responsible for:

1. Safe disconnection, switching on and grounding of equipment.

2. Clear definition of the work interval.

3. Indication of the location.

4. Accounting for the number of brigades.

5. Getting information about the end of the action.

6. Accuracy and correctness of the given commands.

The rules permit the issuance of permits to administrative and technical personnel with the reservation that this should be approved by the head of the enterprise in writing.

Admission, supervisor, supervisor, producer

The rules for working in electrical installations contain certain requirements for persons who are responsible managers. They are appointed in cases where repairs and maintenance of equipment are made:

1. When using lifting machines and mechanisms.

2. In case of power failure.

3. When working with cable communication lines in traffic areas and the location of communications.

4. When replacing parts of the supports of high-voltage lines, as well as their dismantling, installation.

5. When connecting a newly entered overhead line.

6. When working under induced voltage.

7. In some other cases.

The right to permit the repair, inspection and prevention has a person from the staff with a qualification group of not lower than IV-V - admitting. His duties include assessing the security measures taken during the preparation of workplaces or direct training them, and briefing the brigade members.

The manufacturer issuing the work permit for the production of works must have an IV group when performing maintenance in electric installations with voltages up to 1000 V, V is over 1000. It is appointed from operational personnel and is responsible for:

1. Completeness and clarity of conducting targeted briefing for the brigade's members.

2. Admission to work in electrical installations.

3. Correct application, serviceability and availability of inventory, tools, collective and individual PPE.

4. Presence of fencing and prohibiting signs on the site.

5. Full compliance with the rules on labor protection.

The supervisor should be appointed from among the personnel having the qualification group not lower than III. The need for the presence of such an employee arises, if all members of the brigade do not have the necessary qualifications for electrical safety. The duties of an observer include:

1. Ensuring safety.

2. Preservation and availability of warning, prohibiting signs of safety, posters, fences, earthing, locking devices.

3. Control over the correspondence of the workplace to the developed measures.

4. Completeness of targeted briefing.

Dress-up clearance

In this part of the rules, the drafters of the law introduced some changes. If the work permit for working in existing electrical installations was previously issued in two copies at hand, and when it was transmitted by radio or telephone - in three, the new normative document permits the transfer of the order via e-mail, followed by the printing of it in the same Quantities. But even in this case, there is no need to fill all the graphs. At the place of signature of the person who issues the outfit, his position, surname and initials are prescribed. They are assured by the worker who immediately filled in the blank form.

The rules permit the appointment of one person as an admittant or an observer. Then the order-admission for work in electrical installations should be issued in duplicate.

The validity of the permit is limited to 15 days. Renewal is possible only once, also for 15 calendar days. If there were breaks in the work, the order-admission is valid until the end of the term.

The employee who originally filled out the form or some other person entitled to issue a work order in the same electrical installation may extend the permit. Also such information is allowed to be transmitted over the telephone and radio communications with subsequent recording in the form of the name and initials of the specialist who allowed the continuation of repair, inspection or prevention.

After the end of work, work-permits are kept for at least 30 days, afterwards they can be destroyed. If there were accidents, accidents, any other incidents, the forms are attached to the investigation materials and stored with them.

Logbook

Work on along in electrical installations are subject to mandatory registration. The form of accounting is given in the rules in appendix 8. The content of the journal itself in the new edition has not changed. The same concerns accounting in electronic form or automated specialized systems. The new rules allow the possibility of an electronic signature in the journal, in accordance with the legislation of the Russian Federation.

There remains in force any other form of record keeping, subject to approval by the head of the enterprise and unchanged content of the information.

Conditions for issuing the order in one copy

Equipment with a voltage of more than 1000 V can be repaired and inspected with one attire-admission, provided that it is de-energized. At the same time, it is forbidden to enter the electrical installations nearby. If the voltage in them is up to 1000 V, then all current-carrying parts may not be disconnected.

It is also permitted to issue a permit for one copy to work in electrical installations in switchboards, busbars and some other parts. Voltage in them should be less than 1000 V. In this case, equipment must also be de-energized.

The rules allow the filling of the form for several or one workplace, in cases where their electrical circuits or equipment have one name, purpose, voltage.

In addition, work on electrical equipment in addition in one of the following cases can be carried out:

1. When re-laying or laying control and power cables, checking the protection devices, checking the interlocking of electrical equipment, testing, interlocking or telemechanics.

2. During repair work in switching devices.

3. When inspecting a separate cable in a well, tunnel, collector, foundation pit or trench.

4. When repairing not more than two cables, if it is carried out in two or one pit and one switchgear. At the same time, the manufacturer of the work should be supervised of the working team.

1. Lifting of contact connections. The charge-tolerance for the production of work on several electrical installations can be written out in one copy, if they are of the same type, and the order is sequential, the equipment performs the functions of conversion and distribution of electricity, that is located in the substation. According to the rules, this includes:

2. Wiping insulators.

3. Oil refilling and sampling.

4. Switching of transformer windings.

5. Insulation of rod insulators, electroautomatic devices, measuring devices, relay protection.

These are not jobs of increased danger. Attachment-admission in this case is issued with the filling of the corresponding column for each substation.

Territories of switchgears

A separate paragraph of the rule stipulates the conditions for actions in the area of high-voltage lines. The work permit for work in electrical installations on the territory of switchgear is given by an employee who refers to the operational personnel serving the overhead line. He also instructs the members of the team, if the work is carried out on the end support. To it the maintenance staff of the RU must accompany them.

Portals of open switchgear, the building of the ZRU are repaired by employees who receive permission from an admittant from among employees related to operational personnel who directly service the equipment itself.

High-voltage lines are inspected one by one along the tolerance. In the case of multi-circuit VL, the work permit is issued separately for each circuit. The exception is:

1. Removal of voltage from the entire high-voltage line.

2. Repair and inspection of overhead lines in the places of their switching.

3. Disconnection of transformer points or their complete ones.

4. Prophylaxis on high-voltage lines with non-conductive parts or not requiring disconnection.

Special works in electric installations for the repair of KL and terminal couplings in the RU are permitted on the basis of the issued by the operational personnel directly serving the switchgear.

Communication devices

Preparation of workplaces for work in communication devices that are located in the territory of the Republic of Uzbekistan is carried out by operational personnel from among those who serve this apparatus.

The right to issue a work permit is available to specialists of technological and dispatching management, which does not negate the possibility of authorizing repair, inspection and prevention by those who control the switchgear.

Exceptions are the work on high-frequency barriers and communication capacitors. In these cases, the right to issue a work permit is available only to personnel serving the RU.

Conclusion

As mentioned above, in order to clearly understand all sections of the Rules, workers involved in repair and maintenance need a full study of the annex to Law No. 328n with the subsequent passing of examinations.
