Allowance for the birth of a child. Design rules

In recent years, the Government of the Russian Federation has paid special attention to improving the demographic situation in the country, which is why women expecting the birth of a child receive additional payments, material assistance that stimulates an increase in the birth rate. But often ordinary citizens do not just understand the existing norms and laws, when a childbirth allowance is needed, and in order to clarify the basic rules and requirements, this article was written.

New rules for the payment of child benefits

In accordance with Article 10 of the Federal Law №371 of November 30, 2011, benefits to pregnant women for the birth of a child from the beginning of 2012 are indexed at a rate of 1.06. In the current year, the indexation of payments for the birth of a child is 6%. The following types of payments are subject to increase: maternity benefits for women who do not have compulsory social insurance; A benefit paid at a time to those women who are registered with medical institutions while in early pregnancy; A birth grant for a child, paid at a time ; A benefit that is received for the care of the child on a monthly basis as persons subject to and not subject to compulsory insurance; A one-off allowance paid to the family who accepted the child for upbringing; A monthly allowance for a child of a serviceman on military service on conscription. The amount of the allowance for the child largely depends on the district coefficients to the salary, which are paid differently in different localities. During 2012, a woman can choose according to which calculation rules she will receive a childbirth allowance: for old ones, when all types of income for the last twelve months of work were taken into account, or for new ones, when the average earnings for two years are taken into account. This will determine the amount received by a woman for the birth of a child.

Documents required for registration of childbirth allowance

Different life situations dictate their approaches to collecting documents for registration of benefits for children. So, in the event that the child's parents are divorced, the child's birth allowance is received by the former spouse with whom he lives. To confirm this fact, you must provide a certificate of divorce and a document confirming cohabitation. Accepts the documents and pays the allowance to the employer of the parent with whom the child lives. If the mother, or the father of the child, does not work, then with the same documents it is necessary to apply to a colleague.

For registration of federal payments for pregnancy and childbirth, the following documents for children's benefits are needed. For wives of servicemen and students - a sick leave; For women who fall under the reduction - a work book. The sick leave is transferred at the place of work or study, and the work book is transferred to the district of the city. On the sick-list the allowance is calculated as temporary incapacity for work, and from January 2012 its maximum size is thirty-six thousand five hundred and sixty-three rubles a month. To apply for one-time federal payments to women who are in early pregnancy, medical records require information from women's counseling and the employment service. Either a labor book is needed, with an appropriate record confirming the status of the unemployed. When registering monthly federal childcare benefits before reaching the age of one and a half years at the place of work, a child's birth certificate is provided. The amount of the benefit is forty percent of the average income or earnings. For unemployed mothers in the preparation of benefits should be handled with a work record book with an appropriate record of dismissal in the room. The generic certificate that allows a woman to choose a medical institution and qualified medical care is issued upon presenting a passport, an insurance policy of medical insurance and a certificate of state pension insurance.

From the foregoing, it can be concluded that knowledge of the legislative norms, which documents are required to receive a childbirth allowance, will help to avoid difficult situations and provide legal and material protection for women waiting for children.
