Kolokoltsev Vladimir Alexandrovich is a native of the village of Malye Serdoba, who is in the Penza region. Date of birth: 11 May 1961. Since childhood, the future head of all policemen has demonstrated exceptional abilities.

He composed poems and drew with pleasure. The boy went on a circle on sambo, in the winter with passion played hockey, and in the summer - in volleyball. In his youth Vladimir Kolokoltsev was carried away by music. He took up a guitar and performed the songs of Vladimir Vysotsky, Andrei Makarevich and Yuri Antonov.
