Travel Regulations

The Regulation on official travel, which was approved in Resolution No. 749 of the Government of the Russian Federation of October 13, 2008, contains rules that apply to travel on the territory of Russia, as well as beyond its borders. This document corresponds to Article 166 of the Labor Code.

The travel regulations approves the procedure for sending employees who are in the state of a business entity to a different locality for the purpose of fulfilling a service assignment. This document is not relevant to those employees whose work activities are traveling. By his order, the employer determines the term of the trip and sets the official task.

The duration of the assignment is in accordance with its volume and complexity, as well as a number of other attendant factors. The day of departure is the date specified in the ticket of the railway, road or other passenger transport. The bus, train or plane must at the same time be sent from the location of the permanent work of the seconded employee. The day of arrival is fixed by the date indicated on the vehicle ticket. In this case, it must deliver the worker to the place of original departure. Whether or not to appear to the business on the day of departure and arrival, the head decides.

The travel regulations also authorize the payment of the employee's activities, which solved the task assigned to him on holiday non-working days, as well as days off. Remuneration for this period is made in strict accordance with the legislative acts on labor. Payment of working days in accordance with the schedule of the organization is made based on the average earned earnings.

According to the order of the head, the employee is issued a travel certificate, which records the dates when he must arrive at the destination and leave it. Exceptions may be stops in the way, which are forced. In the official task, which is attached to the issued certificate, the purpose of the trip is indicated and the official task is set. The document must be approved by the head. The actual period in which the employee was at the point of destination is determined on the basis of the marks fixing the date of arrival and departure indicated in the travel permit.

Regulates the provision on business trips and the issuance of funds needed to purchase tickets for vehicles, hiring housing, as well as daily subsistence allowance for additional expenses. They must be provided to the employee in the form of an advance payment before commencing the performance of the service assignment. Produced in excess of the established standards, additional costs are paid by the organization only with the permission of its manager.

The travel regulations do not require the issuance of a certificate in the case of sending an employee for service matters outside the country, except for CIS countries. Advances for forthcoming expenses for such trips are issued in foreign currency. The amount of money for additional expenses is regulated by a collective agreement or by regulations of a local nature.

If during the period of the business trip the employee has a temporary incapacity for work, which is confirmed by the relevant documents, then the daily allowance must be paid for the entire duration of the illness.

Obligations of the employee upon return also regulate the provision on business trips. A sample report on the completed task should be contained in the local documents developed by the organization. It reflects all the main stages of work, which allow us to judge the successful solution of the task. The report should be endorsed by the supervisor. It is also the duty of the employee to provide documents confirming the costs incurred during the performance of the service assignment.
