Structure of the presidential administration. Its functions and powers

The presidential administration is the body without which the first person will not be able to fully exercise its functions. Dozens of units and hundreds of officials every day help the chief state servant of the country to solve problems that are on the way to the development of the state.

General information

What is the administration of the Russian president needed for? The structure, functions and other features of it assume that it is needed to help the head of state in the performance of his duties. The president makes decisions, but physically can not control the execution of each of them. Here his own administration helps him. This state body prepares all kinds of proposals on the country's foreign and domestic policy. Primary priority, of course, for projects to protect the sovereignty of Russia.

The structure of the presidential administration allows it, together with other federal bodies, to develop national programs and monitor their implementation. Finally, she manages the cadre decisions of the president. In addition, the administration is in charge of awarding state awards to the Russian Federation. This body helps the head of state to monitor the observance of human rights and freedoms at all levels of state power.

Functions

Any bill - these are hundreds of pages, thousands of edits and many hours of work. Therefore, even if the president supports or rejects another document, he does not deal with procedural preparatory details. To do this, he has his own administration. The Russian Federation has a parliament. There the president makes his own amendments and conclusions. But before the first person does this, the document passes additional verification and preparation in the administration. The same thing happens with bills that the president himself initiates and brings to the State Duma.

What other work is being done on this front by the Russian president's administration? The structure, authorities and other features of it are such that this body prepares memoranda, references, analyzes and other documents necessary for the head of state. Another function of the administration is the promulgation of laws, decrees and orders already signed by the president.

Credentials

Among other things, the presidential administration ensures the activities of the Security Council of the Russian Federation. It includes heads of law enforcement agencies and some other officials who meet with the first person to discuss state measures in the field of countering terrorism and other pressing threats. Administration prepares the minutes of meetings, plays the role of moderator.

Every day the Russian president interacts with various public organizations, political parties, religious associations, industrial and commercial chambers, etc. Every time in such cases, the head of state relies on the activities of his own administration. In fact, she is preparing the daily routine of the country's chief official. The same is true of his interaction with foreign politicians and government bodies. The administration is responsible for smaller aspects of the president's activities (granting citizenship, pardoning, etc.).

Structure

The presidential administration is not a monolithic entity. It consists of several divisions and leadership. Each detail of this complex mechanism has its own rigorous function. The distribution of powers helps to make the work of the department more effective.

The structure of the presidential administration begins with the head of the administration. Other important persons are assistants to the first person, his press secretary, the head of the protocol, advisers, plenipotentiaries in federal districts, the Constitutional Court, the State Duma, the Federal Assembly. All these officials report directly to the head of state. This is the structure of the presidential administration. The scheme of this state organ resembles a bound network, but all the threads ultimately lead to the first person. The president defines and appoints these people, thus creating a team of managers and executives that is convenient for him.

Administration Manager

Often, the administration of the president is compared almost to the shadow government or to the department of gray cardinals doing their work in the shadow. This is far from the case. The head of the administration should always remain a public figure. This is explained by the huge complex of his duties.

This official represents the administration in local self-government bodies, authorities of the subjects of the Russian Federation, foreign and international organizations. The head supervises the work of all departments of his department. He coordinates the activities of advisers and assistants to the head of state, distributes duties between his own deputies. The structure of the presidential administration is such that its head is managed by presidential authorized representatives in federal districts.

Deputy Heads

According to the regulations, the structure of the presidential administration of the Russian Federation presupposes that the head of the administration has two deputies, who simultaneously have the status of presidential aides. They are the ones who prepare proposals on the current directions of the work of the head of state.

These officials carry out individual assignments. One of them is responsible for domestic policy (he controls the management of the internal policy of the presidential administration). The structure of the body is such that the deputy heads provide the president with proposals affecting draft federal laws, decrees and orders on the first person's desktop. They can also lead the working groups responsible for organizing events with the participation of the president.

Advisors to the president and the referents

In the presidential administration there are certain officials who carry the status of his advisers. They prepare information, analytical and reference materials, as well as recommendations on certain issues. Advisors ensure the activities of advisory bodies. They sign documents that fall within the scope of their competence, as well as interact with various units that are part of the administration.

The referees are necessary for the preparation of theses of addresses and speeches of the president. They conduct advisory and information work and execute separate assignments of the head of administration.

Security Council

One of the structural units of the presidential administration is the Security Council of the Russian Federation. His secretary is appointed head of state. He informs the president about the problems connected with internal and external security of Russia. This is the structure of the state bodies of the Russian Federation.

The Secretary of the Security Council presents in the Council reviews in which he assesses the security situation of the country. This official is responsible for developing the concept of forming the strategy of the law enforcement agencies. The theses developed by him can form the basis of the president's annual message. The Secretary of the Security Council coordinates the development and implementation of federal programs adopted to improve security within the Russian Federation. In the event of the declaration of an emergency or martial law, it entrusts him with enormous responsibility for the work and interaction of state power bodies. Also, the secretary offers the president candidates for membership in the Federation Council. This official interacts with the whole administration, as well as the government, the State Duma and the heads of executive bodies at the federal level.

Other units

In addition to the Security Council, there are other independent units in the presidential administration. This is the state and legal administration, the office, the foreign policy department, protocolally organizational management. The units are made up of departments. Their limiting number (as well as the maximum number of employees) is set by the president.

Expert management is necessary for the analysis of information and the development of scenarios and forecasts of future public relations in the country. It conducts research and seminars, which discuss topical issues of both external and internal policy of the state. The structure of the administration of the presidential administration is structured in such a way that this unit participates in methodological and organizational support of scientific, publishing, information, educational and social projects.

Representatives of the President

Representatives need the president in order to effectively interact with other branches of government, including with the parliament and the court. These officials are present at the meetings, establish contacts, put on the agenda the issues proposed by their boss. First of all, it helps to take bills quickly and with maximum benefit.

Without a representative in the supreme Constitutional Court, the president can not be the guarantor of the country's Constitution. It is he who is responsible for the implementation of the main law in the territory of Russia. And for this he needs to constantly check with the Constitutional Court, taking into account his opinion when making certain decisions.

History of the evolution of the administration

The presidential administration appeared along with the modern Russian state. Her status was first emphasized in the 1993 Constitution. At first it had only 13 divisions. Over time, their number increased. Since Russia is a presidential republic, a lot of it depends on the will of the first person. The head of state performs a large number of functions, and all of them are somehow reflected in the work of the administration.

In the Yeltsin era, the administration experienced several reformatting. When its leader was Anatoly Chubais, the department significantly strengthened its influence on what is happening in the country. A few years later, this skew was corrected. Today Anton Vaino is the head of the presidential administration. The current structure of the executive bodies of the Russian Federation is stable and stable. Having absorbed the experience of several stages in the development of Russian democracy, she helps the head of state every day to fulfill her functions as the most important official in the country.
