Democratic state as the most progressive form of government

Under the classical definition of the concept of a "democratic state" it is customary to understand the form of state government, the structure of which corresponds to the will of the people. With this form of government, the universally recognized rights and freedoms are satisfied both as a citizen in particular and for the person as a whole. Despite the "zashtamovannost" of this concept, it hides a deep meaning, which sometimes diverge from the real situation in this or that country.

Often, a proclaimed democratic state is not always able to fully comply with its principles due to certain circumstances, and sometimes they are deliberately and purposefully trampled on. Even highly developed modern powers that undertake (often unilaterally) the responsibility for maintaining democracy in the world do not always strictly follow the principles they are protecting in their internal and external activities.

If you try to rank the countries in which the signs of a democratic state are realized more fully and harmoniously, the active world "carriers of democracy" occupy far from the first places in it. It remains to be hoped that the power based on the sovereignty of the people will prove to be more progressive and viable. The mere fact that a democratic state acts as a model for the form of government in modern society tends to be optimistic and inspires hope in the bright future of "people's governance". Communities of civilized powers are created, the purpose of which is the collective maintenance of democratic principles on the interstate level.

If you look carefully at the most commonly encountered synonyms of the concept, you can see that the legal, constitutional and democratic state is far from the same thing. With all the semantic proximity of these terms, each reflects its side of the development of progressive governance in the country.

In order for a democratic state not to be an empty sound it is necessary that a full-fledged civil society is formed in the country . The power's desire for etatism is minimized, and the limits of its interference in spiritual and economic life must be strictly observed, ensuring freedom of culture and entrepreneurship. The main function of the state, adhering to democratic norms, is to ensure public interests, the protection of human and civil rights and freedoms must be unconditional. The totalitarian state is the complete opposite of the democratic state , these are two mutually exclusive concepts.

In the abundance of the signs of a democratic state, the most important are the real representative democracy and the maximum level of ensuring rights and freedoms, both citizens and people. Under a representative democracy, one should understand the implementation of the principle of democracy through institutions that have an elective nature. Their task is to represent citizens, they are endowed with an exclusive legislative right. Representative bodies (they are elected bodies of local self-government, parliaments) have the right to implement the solution of the most vital issues of the people from the adoption of the budget and the resolution of territorial disputes before the declaration of war and the introduction of an emergency and martial law.

Constitutions of different countries grant different powers to representative bodies. Among them, the legislative power and the adoption of the budget are the most important and mandatory. Representative bodies do not always directly control the executive power, such a state of affairs is observed only with a parliamentary form of government, but any system gives them special constitutional powers in this area. The highest effectiveness of the functioning of representative bodies is achieved in the course of cooperation with bodies vested with executive power. At the same time, the requirement of non-interference by the executive in the activities of a representative institution and the absence of a competing legislative authority should be strictly observed.

Ensuring civil and human rights and freedoms is an inalienable sign of a democratic state. Often, non-compliance with this particular principle casts doubt on the democratic character of a single state. Realization in practice of the full legal minimum, which is declared by the basic law of the state, is the main task of all branches of power.
