At present, the problem of garbage disposal in Russia has already acquired an alarming scale. And it not only carries a serious danger to human health, but also causes great harm to the environment. Only in the Moscow region, where about 5% of the population lives, "a fifth of the total amount of garbage" accumulates ". In this region there are officially about four dozen solid household waste, and unofficially - several thousand.

Scope of the problem

Not far from the capital, namely sixty kilometers to the east, is the largest facility where solid domestic and industrial wastes are disposed of. It is known as the "Timokhovo" training ground. Every day the mountains of garbage come down here: cellophane bags, food leftovers, rags, bottles and other accessories that have already "served their own". It is noteworthy that when you pass the Timokhov test site, you can see people on the site who, in the hope of finding something valuable, "shovel" and sort out the waste.

All would be nothing, if from this point there was no nauseating smell that reaches not only the nearby settlements, but also to remote cities such as, for example, Elektrostal and Elektrougli. Naturally, the public has repeatedly raised the issue of closing the test site, which, in addition to discomfort and inconvenience, does not bode well for the residents of the Moscow region. But officials do not hurry to decide the issue in favor of the people to their own interests. The thing is that the "Timokhovo" training ground is a large object in the region, which brings a huge profit. In the end, the Governor of the region was forced to intervene.

The object did not hit the "black list"

At a meeting with the president of the country, Andrei Vorobyov touched on a delicate topic. Vladimir Putin has long instructed to liquidate some landfills. The governor assured the head of state that in 2014 all landfills based on the territory entrusted to him will be destroyed. A concrete decision on what to do with the Timochovo dump was then not accepted, but an official document, in which it was written in black and white that the facility is a source of increased pollution, was already available. But later it became known that the problem object in the black list for some reason did not hit. Regional officials explained this situation by the fact that the "Timokhovo" training ground (address: Moscow region, Nogatinsky district, Noginsk, 3 Internationals) does not formally belong to a particular settlement, therefore, it will not be closed. Instead, they reported back to the top that in 2014 in the suburbs will be eliminated about two dozen landfills, including the polygons "Parfenovo", "Dolgoprudny", "Dubna - Left Bank", "Dubna - Pravoberezhnaya", "Electrostal".

At the same time, the process of liquidation of solid waste is the prerogative of Rosprirodnadzor. The final point in this issue is the court.

Timokhovsky test site is the main threat?

In the early 80's there was an ordinary dump where the promo-walkers were brought. A decade later, the territory of the "trash" significantly expanded and transformed into the "Timokhovo" training ground. This facility is currently operated by a company with the same name. OJSC "Polygon Timochovo" was established on June 27, 1994, and from the legal point of view, it's all right. The license of the Timokhovo test site is of an indefinite nature. And the company's management believes that the landfill in the Noginsk district is not the worst in the suburbs. Say, the landfill "Timokhovo" (geographical coordinates: 55 ° 45'22 "N 38 ° 17'6" E) has high-quality technical equipment. Employees of the facility argue that biogas (landfill gas) can not cause discomfort to residents of nearby settlements, because it is specially collected, and then destroyed in a high-tech way. In addition, filtrate treatment facilities are installed at the landfill. For absorption, special membranes with small pore sizes are used.

Anyway, but numerous testimonies testify that the "Timokhovo" testing ground, the ecology around which leaves much to be desired, is the most problematic point in the Moscow suburbs, which exudes stench and nauseating smells. At the same time, as already emphasized, from the neighborhood with trash even the remote cities suffer. Close your eyes to the problem and endure it no one can no longer: nauseating smells, which intensify at night, interfere with normal living. Especially uncomfortable are the children.

"Independent" investigation

Residents of Elektrostal, realizing that the authorities are in no hurry to close the dump, decided to figure out the situation. An initiative group was established. She conducted her own investigation. Reviews of its members show that the source of the stench is the landfill of solid household waste "Timokhovo". And associations of activists began to form in other settlements. At first, they acted in an autonomous manner, and each group called its cause. But after a while everyone came to a common opinion: the root of evil is the landfill of the "Timokhovo" SDW.

Activists of the association "Vony Moscow Region" decided to draw attention to the problem of the general public and made their status the following inscription: "Source of stink in the Moscow region - Timokhovsky test site !!!"

And the facts were obvious ...

In the autumn of 2013, the information voiced at a closed meeting of regional officials confirmed that a source of threat to human health and the environment is a dump in Noginsk. In laboratory conditions, air samples taken at Timokhovo were examined and the analysis confirmed that the excess of harmful substances was fixed not in one or even in two components, but in seven, and in dozens of times. However, the authorities did not dare to publish this information in the media. The only thing in the press there was a small note about the fact that the head of the regional Rospotrebnadzor Olga Gavrilenko admits the probability that the cause of the unpleasant smell in the Moscow region lies in the "Timokhovo" training ground.

Residents intend to go to the end ...

Anyway, but the residents were not going to give up and wrote an appeal to the administration of the head of state. Vladimir Putin reacted to the problem, after which there was a written confirmation of the fact that the source of air pollution in the Moscow region is a trash in the Noginsk district.

Air samples were checked for 26 pollutants, and this was done several times in October and several times in November.

Specialists of the Regional Center for Hygiene and Epidemiology found that in October, the content of kerosene, hydrogen sulphide, methyl mercaptan was exceeded in the atmospheric air, more than 67 times.

The report also recorded the November figures. It was found that in several settlements in the Noginsk region, the air in excess contained hydrogen sulphide and kerosene. Residents were informed that the data of the Center for Hygiene and Metrology will be addressed to officials of all levels, including those they will get to the regional minister for ecology and nature management Anzor Shomakhov.

The long-awaited information, albeit belatedly, appeared on the Internet resource of the Moscow region government.

Again, officials doubt

At the same time, having established the fact of air pollution, the authorities once again began to doubt that the stench exudes the Timokhovo test site (a new license was issued on May 23, 2016).

Speaking on the air of the regional TV channel, Anzor Shomakhov said that in order to finally deal with this issue, it is necessary to "study it in detail and analyze it."

The minister said that in the vicinity of Elektrostal there is another dump, and although it is liquidated, the process of its reclamation is not completed. However, the official is not even sure that both garbage can spoil the air in the city.

"We do not have evidence that the specifically designated source is in fact the main cause of the problem," Shomakhov added.

The minister added that he had several versions of why the foul smell is spreading in the Moscow suburbs, but he refused to air them on the air, since they do not have links with business facilities.

Position of the polygon guide

The unconventional position is held by the director of the range Konstantin Manigin. He assures that the Timokhovo test site (Noginsk district) is functioning within the law, namely: samples for research are regularly collected, all documentation of the facility is in the proper order, therefore it is wrong to consider a dump in Noginsk as a source of troubles. But Manigin did not agree to demonstrate the contents of the document entitled "Environmental Impact Assessment". But the director suggested that the electricians themselves order a study. Reserved residents and a ban on penetration into the territory of the test site. Their testimonies indicate that the site is specifically hidden evidence: the filtrate is simply dropped, not cleaning it as needed.

And the residents do not doubt that local officials are aware of the cases that are happening on the test site, but because of objective reasons can not affect the situation.

Unpleasant smell for a long time will not go away?

Anyway, but Anzor Shomakhov does not see the primary problem in the Timofovo test site. Yes, a dump can potentially cause inconvenience, but it does not differ from others, therefore it must be liquidated according to the approved schedule, if it is unequivocally proved that the root of evil is really a testing ground in Noginsk district. But first you need to study the problem, and for this you need to find money, which in the budget is almost always not enough. First of all, according to the minister, it is necessary to conduct a large number of air sampling.

The official added that these tests must first be ordered. "When we establish the specific cause of the unpleasant smell, then, of course, we will begin to decide how to eliminate it," Shomakhov said.

The minister complained about the holes in the budget, so the process of determining the cause of the stench in the Noginsk district may seriously slow down.
