Paid travel for trucks over 12 tons: new rules, reviews

Since autumn of last year, Russia has introduced a paid fare for trucks over 12 tons. From November 1, 2015 the fare on federal routes is 3.7 rubles per kilometer. At the same time, municipal and regional authorities will independently determine the value of their roads.

Paid transportation of trucks on federal routes: the law

The date of this innovation was transferred more than once: initially the changes were planned in 2013, then in 2014. The final date was set for November 2015, and the government confirmed the information, telling about the fare, rules and technical side. The charging of trucks from more than 12 tons will be made at a rate of 3.7 rubles per kilometer of the passed way. Initially, another version of this system was considered, implying payment for each ton of cargo, but it was found to be impracticable, since it required a significant reorganization of the weight control.

The distance traversed by trucks along federal routes will be calculated using a special device connected to GPS or GLONASS. Get his drivers will be absolutely free.

The Ministry of Transport of the Russian Federation explained the introduction of paid transportation for trucks by the damage they cause to the road surface. According to the agency, it is estimated in trillions of rubles, and the transport tax paid each year by large-tonnage cars, is not able to cover it. The introduced law will allow bringing in the country's budget more than 100 billion rubles, which will be directed to the reconstruction and repair of federal routes.

Shock on carriers

In the "Rosavtodor" previously said that paid transportation for trucks over 12 tons will lower the profits of companies by a maximum of 0.5%. Such optimism looked slightly inappropriate, especially against the background of the fact that it was planned to include in the circle of payers even cars weighing more than 3.5 tons and extend the law to all roads of the Russian Federation.

The profitability of the business of carriers is extremely rarely more than 20%, in addition, they are required to pay a monthly transportation tax, the amount of which is about 4-6 thousand rubles per car. Considering the fact that on average one wagon passes at least 10 thousand kilometers, its owner will have to pay at least one more driver's salary.

Paid transportation of trucks on federal routes, the law of which was adopted last year, according to calculations, will increase the cost of carrier services by 8-15%, depending on the specific route of cargo transportation.

System "Plato"

The paid transportation of trucks in Russia was realized as a project with the help of the "Platon" system. Its main functions are several: collection, processing, storage and transmission of information on the movement of vehicles, whose weight exceeds 12 tons. Such a payment system operates on all federal routes of the country.

Where are the money collected by "Plato"

Charges from trucks over 12 tons will be sent to the Road Fund, from where to enter regional road projects. The average amount of such "replenishments" will be about 40 billion rubles a year. Due to this, by 2019 it is planned to bring all federal routes to a more or less normal state. Such an approach to this problem will enable the regional road funds to direct their own resources to solve other problems.

The system allows the implementation of complex projects that require the attraction of private investment. For the next few years, several facilities have already been planned, located in different regions of the country.

How to use the system

The amount for paid transportation for trucks over 12 tons will be paid by issuing a route card or by installing a special free on-board device. The purchase of such a device is not an obligatory measure.

To replenish a personal account in the system, you can use the official website, QIWI terminals or Platon, or in one of the 138 service offices throughout the country. For the convenience of drivers, there is a 24-hour hotline. Also, special mobile offices have been set up, which monitor the payment for the kilometers covered by trucks.

Penalties in the project

The introduction of new legislation includes special rules for toll trucks and a penalty system. In the Code of Administrative Violations, some amendments were introduced, according to which the owners of multi-tonnage cars in the event of non-payment of the fee will be required to pay 5 thousand rubles, with repeated violation - 10 thousand, but drivers will not be imposed penalties. For legal entities, the amounts of fines are much more significant: up to 450 thousand rubles for violation.

The "Platon" system functions on this completely in an automatic mode. No one checks the cars on the roads, the payment for the kilometer is made by issuing a route card, which no one needs to show. At the heart of the system is the determination of the availability of the above document or an airborne device. Trucks over 12 tons, whose fare has not been paid, will be fined by traffic police officers based on photo and video.

To date, the system for controlling the transfer of funds includes 100 mobile control vehicles and about two dozen frames installed in the territory of the Kaluga and Moscow regions. On the federal roads of Russia over the next year and a half, it is planned to place another 461 frames of in-patient control.

How charging will affect the value of goods

Paid travel for trucks over 12 tons should not affect the price of food products, the consumer should not notice a rise in price of products.

According to the carriers, the average cost per kilometer is about 30 rubles. Given the final tariff of 3.06 rubles, the price for products will increase by a maximum of 10%. At the same time, the cost of transportation itself is at least 4-10% of the cost of goods. Simply put, at the final price, these fees, if affected, then in a very small amount - a maximum of 1%.

The introduction of such a system will not affect the value of food products. As a rule, similar goods are produced near the points of sale, so there is no need to transport cargo for long distances. Simply put, in 12-ton wagons bread is not transported.

If you rely on the experience of the Baltic companies, you can conclude that after the introduction of similar road charges, freight did not increase, but, conversely, dropped in the face of huge competition.

Protests truckers

Even before the law on levying the fare for trucks weighing more than 12 tons was adopted, a wave of protests of truckers swept the country. Drivers demanded to delay the launch of the system, reduce tariffs and conduct a test of "Plato". Expressed similar rallies quite simply: many federal routes were blocked by wagons, which caused the formation of many kilometers of traffic jams.

Many truckers were not happy with the introduction of new fees, because they had to pay the taxes that the government promised to cancel a few years ago. In addition, they were confused by the need for registration in the system, the "raw" software of the devices and penalties for non-compliance and refusal to pay.

The introduction of such a law, according to many experts, is unlikely to lead to anything good. Obligatory payment for the journey of multi-tonnage vehicles can lead to the destruction of small businesses as such and very hard to strike at the wallets of ordinary consumers, despite all the calculations of the government.
