Obligatory labeling of fur products

On the territory of our country, from August 12, 2016, mandatory labeling of fur products. Manufacturers, importers, sellers, who sell such clothes, must equip goods with special signs. They must control their availability. Information on the manufacture, shipment, sale of products must be transferred to the information system for which tax officials are responsible.

Principles of law

Marking of fur products became mandatory due to the adopted law. The initial draft procedure can be divided into 2 stages:

  • Experimental (from April 1, 2016): it was possible to carry out marking, but there was no responsibility for refusing this;
  • Main (since August 12): the rules have become mandatory for all.

After signing the document, its norms became mandatory for all. If they fail to comply, responsibility arises.

The notion of marking

The law on the labeling of fur products involves the implementation of simple actions. The entrepreneur has a duty to attach a checkmark to the product or check its availability on the product.

It is also important to convey information about the purchase, import or sale of goods in a special information resource, called "Marking". Tax officials are controlling this process.

What products are labeled?

There is a list of products that are labeled. They include products from:

  • Mink;
  • Nutria;
  • Arctic fox;
  • a rabbit;
  • Raccoon;
  • Sheepskin.

For each type of fur uses its own code. In practice, it is not always clear whether marking can be used or it can be dispensed with. For example, does this rule work, if only the mink collar? Find this information in the explanatory section. It says that lapels and collars are items of decoration that are not considered fur clothes, so marking for such a product is not needed.

When is labeling not required?

The law on the labeling of fur products includes information about the product for which this procedure is not required. These include products exported from the Eurasian Economic Union, transportation under the supervision of customs, sale in duty-free shops. This includes goods intended for testing in the field of standardization and technical regulations, as well as the delivery and storage of exhibits of international exhibitions.

Marking of fur products is not needed even if the goods are imported as humanitarian aid. Or if he was confiscated, seized, arrested. The procedure is not required for products that are stored or used by the manufacturer. The same applies to those cases where individuals use the thing for their own purposes. Marking is not required for goods that have been returned to the seller.

What is a control mark?

Marking of fur products implies the existence of a standard form with protection elements. It is made of textiles, paper or plastic. The sign is frost-resistant, as it can withstand up to -40 degrees. Such elements are divided into 3 types:

  • Sewn;
  • Glutinous;
  • Invoices.

Sewn are placed in the seam of the product, so they are attached at the production stage. Adhesive is installed on a special label, and the overhead are placed on a hinge or hanger. All marks can not be re-applied, since detachment causes them to be damaged. They are red and green. The first color is for foreign products, and the second is for Russian.

Marking of fur products is designed to place important information. The label should be the name of the product group, the state code and the number. Also, the sign includes information that is read only by special devices.

Creates control signs of one organization - Gosznak. All market participants must have a contract, according to which the order of labels takes place. The price of sewn and adhesive mark is 15 rubles, and the invoice - 22.

Necessary equipment

It is important to control all the details relating to the products, since the FTS follows this. Marking of fur products involves the use of special RFID-readers. They are necessary for reading barcodes with a check mark. Also, the procedure will detect the marriage of products.

Labeling rules at different stages

Marking of fur garments IFNS is mandatory for all importers and producers. Each sign includes a serial number, information about the importer. Within 3 days after shipment it is important to transfer the data to the Marking system. This procedure is carried out before the exhibition of goods for sale.

Importers who accepted goods from individuals need to order and attach signs, and then transfer the information to the "Marking". In this case there are no fixed terms. This procedure should be done by wholesalers and intermediaries. When shipping products to customers need to enter information in the system "Marking" for 3 days. When the goods are transported for the Eurasian Economic Union, the transfer of information is not required.

A responsibility

All market participants need to comply with the obligation of labeling, otherwise responsibility is provided. Violators are obliged to pay compensation:

  • 50-100 thousand rubles - for organizations;
  • 5-10 thousand rubles - for officials and entrepreneurs.

Acquisition and sale of products without marking, too, threaten the discharge of fines. The amounts may vary depending on the form of the institution.

In addition to the fine, it is possible to confiscate the product. In case of refusal to carry out marking, criminal responsibility is also provided, therefore, in every trading institution these norms must be observed. With a group violation of the law in a large amount, the punishment may be more stringent.

Marking of products is necessary to ensure the quality of products, as well as to control the receipt of goods. You should buy things in trusted specialized stores, since in a reliable company everything works according to generally accepted rules.
