Landfills: license and construction

Currently, there are about 24,000 objects in Russia that are related to solid domestic waste dumps. Documents for obtaining a license

Those wishing to obtain a license to conduct this kind of activity must submit to Rosprirodnadzor a package that includes the following set of documents:

• Documents of the legal entity;
• A list of works to be implemented in the field of waste management;
• Documents confirming the ownership rights to the site where the waste disposal area is planned (often the landfills are built up by special facilities, which also require the relevant documents);
• Certificate of successful passage of environmental expertise;
• Certificates for the right of waste management;
• Certificate of payment of state duty for obtaining a license.

License issuance procedure

Rosprirodnadzor verifies the information and documents sent by the applicants within 5 days. Based on the results of the inspection, a decision is made in the form of a refusal or grant of a license. As a rule, solid waste landfills are licensed if they initially meet the technical, legal and environmental requirements. It is also important that the package of documents is correct. During procedural processing, Rosprirodnadzor employees check the completeness and reliability of the information specified in the application and documents.

It is important to note that in recent years the so-called self-regulating communities (SROs) have gained popularity in construction, participation in which relieves new market participants from the need to obtain the appropriate license. In the sphere of waste management, this practice is only gaining momentum, but joining the SRO of this profile can be very useful. Representatives of such associations not only legalize their landfills, but also receive legal, as well as information and technical support from their colleagues, which is especially important at the first stages of the enterprise development.

Designing polygons

Already at the stage of project development, the special designation of the landfill as an object designed to collect and neutralize domestic waste is taken into account.
