Social protection, social assistance to the population - the institutions that characterize a humane and conscious civil society. Social protection

In general, social protection of the population is a set of measures aimed at observing the rights of a citizen, satisfaction of his social needs. The high level of such protection of the population is a sign of a strong and prosperous state.

Social protection is mainly provided in three forms - social security, social assistance and social insurance. In Russia, its guarantor is the Ministry of Labor and Social Protection, whose head, for the time being, is MA. Topolin. Provide its provision of state-owned Russian extra-budgetary funds:

  • Compulsory medical insurance;

  • Prevention of new difficulties;
  • The work, as a result of which "difficult" families learn by their own forces to overcome such difficulties on their way.

The Social Assistance Center mainly works with the following types of families:

  • Whose members are on the provision of the state (disabled, pensioners);
  • Created by under-age parents (parent);
  • With a greater risk of depriving the mother and / or father of parental rights;
  • Who are in a difficult situation: a parent's disability, alcohol or drug dependence of a family member, forced relocation, HIV infection, finding a parent in places of deprivation of liberty, facing unemployment, cruelty, violence, orphanhood, homelessness.

Functions of the social center for working with the family

Social work with the family is multifunctional:

  1. Coordination of work on social support of "difficult" families.
  2. Preparation of personal files of such families.
  3. Social inspection.
  4. Develop a plan to accompany the family, taking into account the wishes of the latter.
  5. Providing targeted support and assistance.
  6. Prevention of domestic violence.
  7. Informing the relevant services and bodies about the abuse of children in the ward families.
  8. Protection of the interests of families in court when such a need arises.
  9. Provision of information on trusted families interested in helping state structures.
  10. Distribution of social advertising.

Requirements for a specialist in social work

A professional social worker may not have work experience, but must have a secondary or higher education in social, legal or pedagogical direction. Requirements for the professional II and I (highest) qualifications are much stricter: higher narrow profile education, work experience in previous categories.

The job description of a specialist in social work presupposes knowledge in the following areas:

  • Current legal regulations relating to social protection and assistance, support for the family and socially vulnerable citizens, protection of motherhood and childhood, public policy in relation to these categories of citizens;
  • Effective ways to improve the quality of social assistance;
  • The basis of psychology: a child, a pensioner, a disabled person, people in a difficult situation, etc .;
  • The basis of the Labor Code, labor protection;
  • Sanitary and hygienic rules for the care of elderly people and people with disabilities.

Also, the job description of a specialist in social work says that his professional activity actively uses knowledge on philosophy, political science, cultural studies, history, pedagogy, social medicine.   2. Determination of the source of the problem, the size and nature of the assistance provided, and the provision of it.
  3. Carrying out custody of socially disadvantaged societies, especially those with developmental disabilities or disabled people, families of internally displaced persons, participants and victims of military conflicts, orphans, and disabled people, including disabled people, and elderly people.
  4. Assisting in the employment of wards and other ways of overcoming their material difficulties.
  5. Conducting joint work with law enforcement bodies to prevent illegal activities and the antisocial way of life of wards.
  6. Carrying out of the analysis of the done work, forecasting of results of the social help.

Rights and duties of a specialist in social work

The rights of a social worker:

  • To offer and implement projects to improve the quality of services provided;
  • Appeal to the leadership for help in the performance of their functions;
  • To demand for familiarization the documentation and information necessary for their work;
  • Improve their qualifications.

The job description of a specialist in social work assigns him the following duties:

  • Responsibility for the RF Labor Code for improper performance of their official functions:
  • Responsibility under the Civil Code of the Russian Federation and the Code of Administrative Offenses for violations in the course of work;
  • Responsibility for the Criminal Code, Civil Code, TC RF for causing material damage.

A social worker is a responsible and necessary specialty in any developed society. Social work and social protection have a lot of activities, ways to improve and update them.
