Indicative planning as an instrument of state regulation of the economy

Indicative planning of the economy has long been used with great success in foreign countries such as France, Japan and China. In France, for example, this procedure is not only an information support tool, but also the coordination of the interests of the state, as well as other economic actors. The government can influence any economic processes with the help of correct and reliable delivery of information to all participants, thereby they are interested in the implementation of the planned plans in full.

In Japan, indicative planning is represented by a slightly different model. Here the nation - wide socio-economic development of the country is carried out in the form of special state programs that are not a legislative act for unconditional fulfillment by economic entities. The main function of such planning is reduced to motivational, information-oriented, directs enterprises to fulfill the tasks formulated by the government in the national interests.

China uses indicative planning to form a certain system of parameters that should characterize the current state and the forthcoming development of the economic life of the state. The main direction of this type of state activity is the adoption of specific measures of government influence on the course of economic and social processes to achieve the necessary parameters.

Indicative planning in Russia is a special procedure performed in the implementation of the relevant law of the Russian Federation, which provides for the replacement of the annual forecast of the social and economic development of the state to draw up annual indicative plans. Another important moment in this area of the state's activity is to determine the strategic directions of the country's development.

In order to fully consider this concept, it is necessary to characterize the main terms closely related to planning.

Firstly, it is an indicator defined as the limit of an indicator of economic specificity, within which a business entity can fully develop and simply function.

Secondly, it is necessary to consider the indicative plan in the form of a document that performs an information-oriented function and reflects the indicators to which all subjects should strive without exception.

The third important term is "indicative prices". This indicator is developed by the Ministry of Economy using information that is obtained from statistical, financial and customs government bodies, as well as banking institutions. At the same time, world quality standards, the conjuncture of all types of markets (external and internal), forecasts of expected price fluctuations and other information of price character should be taken into account. The Ministry of Economy approves the corresponding list of indicative prices. This information is sent to the publication on a monthly basis. Legalized prices should be used by the business sector without fail when concluding various foreign trade agreements.

Proceeding from the foregoing, indicative planning is a kind of state regulation, has the form of a forecast and is formed as a program, the main links of which are aimed at its implementation.

On the other hand, indicative planning is the process of forming and implementing forecasts, as well as the budget and related programs, which are presented as recommendations. Their implementation is provided through the coordination of all actions of business entities.
