This is usually the director or the head of the institution, where a talented employee works, or his team. In other words, in the place of a person's permanent work. If, for some reason, the future honored artist does not work anywhere, the petition is drawn up where he has been active in the arts.

What honored artist is different from the national? Which title is preferable?

People's artist becomes more difficult than deserved. This does not mean that getting a second status is easier than an easy one. We need to work hard. To receive the title of "Honored Artist of Russia", you need to work for the benefit of art for at least 20 years. For those who have chosen ballet as their specialty, this period is reduced to 10 years. But to become a national artist, you need to work out another 10 years after receiving the title of Honored.
