Extension of the transition period in the Crimea - what is happening now on the peninsula?

There were many rumors as to whether there would be an extension of the transitional period in the Crimea. It turned out that no, this will not happen. As it was planned to introduce it from March 18, 2014 to January 1, 2015 - and left. But this is in accordance with the documents. In fact, the same transitional period still operates in the Crimea. And it's important to talk about this.

Replacement of passports

So, the transition period in the Crimea was established immediately after its accession to the Russian Federation. Nine months had to be enough for what is usually implied by law. In particular, at this time the government is engaged in the settlement of economic, financial, credit and legal issues.

The simplest was the translation of time. Since March 30 Crimea has passed to the Moscow time. This was, you might say, the first step. The second stage was the process of replacing passports. It was something incredible. The queues at the passport offices were fabulous - they were estimated not by hundreds, but by tens of thousands. Everybody was eager to receive a new passport as soon as possible. The lines were so long that they first issued a ticket to the queue for ... queue. Then, having defended it, people could hand over the documents, and after some time get the document. The passport was issued by the Federal Migration Service. It is now in them that they put the exact name of the organs. For example: "Passport issued by the Department of the Federal Migration Service of the Gagarin District of Sevastopol," etc. This, by the way, is a vivid example of the transitional period in the legal industry.

Financial questions

The main task in this regard was to introduce a new currency in the conversion of prices and salaries. Everything had to be transferred from hryvnia to rubles. Ukrainian currency could be paid for purchases for some time. But, by the way, the Crimeans quickly got used to the ruble, and literally in the first three weeks, the hryvnia practically did not remain. Particularly pleased with wages. At first they were higher than before, but then, by the end of the summer, everything was settled and, in principle, in relation to the prices for everything, they became about the same, maybe even slightly more.

It was not easy to introduce a new banking system. On the territory of the peninsula, only commercial banks are currently operating. In particular, the most popular are Genbank and RNC. Public yet. Many residents are in favor of Sberbank, and indeed, it would not hurt to open its branches in the Crimea, but due to some nuances this has not been done yet.

Will they be renewed?

And yet: is it worth hoping for an extension of the transition period in the Crimea? Yes, we managed to settle the main issues. But there were still a lot of unresolved issues. Therefore, a bill appeared that proposes to withdraw the city of Sevastopol and the republic itself from the effect of the law on public procurement. He was introduced to the State Duma by Gleb Khor from United Russia and Anatoly Aksakov. The extension of the transition period in the Crimea wants to be done until 2017. The project was developed on the appeal of regional authorities. And it happened recently, and if everything turns out in favor of the Crimea, then the law will be adopted. Even the Ministry of Economic Development supports the idea. However, whether the transition period in the Republic of Crimea will be extended is still unknown.

About the prerequisites

In this topic it is worthwhile to go deeper. The extension of the transition period could favorably influence the development of the Crimean and state economies. According to statistics, in 2015 the Crimea carried out 190 purchases amounting to 2.8 billion rubles. In the first quarter of this year, 2016, purchases have grown at times. The general director of the Unified electronic trading platform tells about this. If you believe the calculations, this year the amount of all costs for government orders will be about 25 billion.

In principle, there are no technological limitations for the work of customers in the Republic of Crimea. The transition period, the law on the extension of which, perhaps, will be accepted, is urgently needed not for customers, but for suppliers. They need it in order to register on electronic trading platforms and qualitatively prepare all applications. And the extent to which the transition period in the Crimea will be extended depends on lobbying resources.

What is happening in the republic now?

It is impossible not to mention this topic, telling about the extension of the transition period in the Crimea. Now there are a lot of changes on the peninsula. As, in principle, in the previous two years. Most recently, in November, the Crimea literally turned out to be de-energized. People sat without light 10, 12, 15 hours in a row. Everyone knows that in Kherson pro-Ukrainian Crimean Tatar activists undermined the pillars on which electricity was supplied to the peninsula. In connection with the fact that the inhabitants of the Crimea could not leave without electricity, they began urgently to build an energy bridge. In the first week, the first stage was completed. One line was laid. In total, four are expected - at the moment there are already three. The latter will be commissioned in May this year.

The bridge is being actively built, which will unite Crimea and Russia territorially. The ferry, of course, works, but it has insufficient capacity. Cars, trucks, buses - they all have to wait for the queue for the ferry. Often people stood and waited a day, or even more. In general, the bridge is a necessity. Work is beginning to create a reservoir. The authorities want to make the peninsula completely independent of Ukraine, and for this purpose the maximum of efforts is applied.

In general, whatever it says in the documents, the transition period in the Crimea continues. And his official extension would not hurt.
