What is the CTO regime? Features of the introduction of the regime of the counter-terrorist operation

In accordance with the Federal Law of the Russian Federation "On Counteracting Terrorism", in the event of emergencies in a certain territory, the CTO regime is introduced (the regime of the counter-terrorist operation).

In the course of carrying out the foreseen actions, a number of restrictive measures are allowed in this area.

The CTO regime is a special legal regime that is established with the aim of suppressing a terrorist act, minimizing its consequences and ensuring the protection of people in a given territory.

On the definition of CTO in different countries

The federal law of the RF treats the CTO as a complex of special, military, operational-combat and other actions involving the use of weapons, military equipment and special means to prevent terrorist acts, neutralize terrorists and protect the population.

In the laws of different countries:

  • Belarus, Ukraine - "On Combating Terrorism";
  • Kazakhstan, Tajikistan - "On Countering Terrorism", -

As well as unrecognized states:

  • Transnistria (Dnestr region), the People's Republic of Dnipropetrovsk (Donetsk People's Republic) - "On Countering Terrorism", - the definition of the CTO differs somewhat in the formulations, being identical in essence.

On armed clashes, called: KTO

Modern history mentions comparatively recent armed clashes. In the territories where they occurred, the CTO regime was introduced at different times:

  • 1999 - 2009 - the war in Chechnya ;
  • 2001 - 2014 - the war in Afghanistan;
  • 2008 - operation "Hartal" in Azerbaijan.

The KTO regime today

Today, there are several so-called "hot spots" in which the CTO regime is applied:

  • 2009 - armed clash in the North Caucasus;
  • 2011 - the conflict in Temir district;
  • Since 2014 - armed conflict in Ukraine (in the eastern territories);
  • Beginning in 2015 - the operation of Russian military in Syria.

What is envisaged by the introduction of the CTO regime?

In the Russian Federation, the law provides for the introduction of a special legal regime using special measures:

  • Verification of documents from persons on the territory;
  • Restriction of stay of physical persons on certain objects or territory;
  • Compulsory evacuation from the designated sections of means of transport;
  • Strengthening the protection of public order and especially important facilities;
  • Control of telephone conversations, telecommunications;
  • Search for necessary information on electronic and postal communication channels;
  • The removal of transport belonging to organizations (in urgent cases - and individuals) for the provision of medical assistance, the prosecution of suspected terrorists, if delay is fraught with the emergence of a real danger to someone's life or health (this paragraph does not apply to vehicles that belong to foreign and international Organizations, consulates, diplomatic missions, reimbursement of related expenses is established by the government of the Russian Federation);
  • The temporary cessation of the production of chemical, biological, dangerous explosive, radioactive substances;
  • Temporary cessation (restriction) of access to networks and means of communication;
  • Temporary resettlement of people residing in a dangerous territory, with the provision of housing;
  • Necessary quarantine (sanitary, anti-epidemic, veterinary) measures;
  • Minimization of transport and pedestrian traffic;
  • Ensuring unimpeded penetration of competent persons into territories belonging to individuals or organizations;
  • Inspection of individuals, as well as their belongings, at the entrance (entrance) to the territory of the CTO, including using the necessary technical means;
  • The introduction of a ban (restriction) on the trade in weapons, explosive and poisonous substances, a special regime for the sale of medicines, as well as alcoholic products.

After the termination of the regime, restrictive measures are canceled.

Who enters KTO mode?

The federal law of the Russian Federation determines that the CTO regime can be declared on any territory, without limiting its extent.

The introduction of a special legal regime, according to the Law, is taken by the decision of the director of the FSB or the heads of the territorial bodies of the service.

About the incident in southern Dagestan

According to RIA Novosti, the KTO regime in Dagestan from the beginning of the year in March is being introduced for the third time.

Against the background of the aggravated armed conflict, KTO's activities are now covered by the entire Derbent district (the south of the republic). According to reports from the operational headquarters, the siloviki are searching for militants and their accomplices.

At the beginning of the year, the CTO regime operated in three regions: Suleiman-Stal, Khiv, Tabasaran.

The reason was the armed incidents that took place: in January, an armed attack was carried out on the residents of Naryn-Kala fortress, after a while the police detachment was fired by militants, and the attackers escaped, wounding one policeman. In early February, a village teacher was kidnapped in Tabasaran district. During the search operations, the police entered with the kidnappers into a shootout, the latter managed to escape. The teachers were found alive, and a gunshot wound was inflicted on him .

On the bridge near the village of Dzhemikent, the suicide bomber blew himself up, two siloviki were killed, about 20 people were wounded.

In a shootout near the village of Netyug, two militants were killed by the siloviki.

During the operation of the CTO, the police carried out passport checks, in addition, the siloviki fired at the gorge beyond the village.

The intensification of the conflict in South Dagestan is associated with the intensification of the suppression of the activities of the Salafi community (representatives of the radical current in Islam). In the south of the republic today there is a large concentration of Salafis who came from other regions.

Military clashes in the southern parts of the republic are connected with the activities of the IG, which in the Russian Federation are banned by the court as a terrorist organization.

About armed clashes in Kabardino-Balkaria

According to RIA Novosti, in Kabardino-Balkaria armed clashes with fighters cooperating with the IG are flashed from time to time.

Since November last year, the KTO regime was repeatedly introduced in Nalchik, the capital of the republic. A special legal regime operated in a territory bordered by several streets: public order was tightly guarded, documents were checked.

During the course of the CTO, the siloviki succeeded in liquidating the sworn leader of the bandit group and his two accomplices.

The militants were locked inside a private house. As a hostage with them was the mother of one of the terrorists. The police evacuated the residents, and blocked the whole movement. On the offer to surrender, the criminals started shooting. Eventually, the negotiators succeeded in freeing the hostage. After the firing, the special forces blew up the building, the criminals died during the explosion.

During the operation, a special operations soldier was seriously injured, who was urgently operated in a local hospital.

The restrictions imposed during the operation of the counter-terrorism operation were lifted in connection with the elimination of the danger to life, health, property and other legally protected interests of people.
