Toll road Moscow - St. Petersburg. Route M11

The Moscow-St. Petersburg route has long been the main, but at the same time, quite congested transport artery of the country. For more than a year, powerful men have been beating their heads over the solution of the question of the excessive intensity of the automobile flow between the two capitals of Russia. The new Moscow-St. Petersburg toll road should completely eradicate this problem. We will talk about the implementation of this grandiose plan below.

Problems of the M10

Between the two largest cities of Russia, the Moscow-St. Petersburg (M10) highway has long been laid. This road has a long history, but, unfortunately, it does not cope with the traffic flow that passes through it. Too much movement in this direction. In addition, for a long time of the existence of the highway, numerous towns, villages and settlements have grown on its way, which significantly reduces the capacity of the road, since in settlements, according to the rules of traffic regulations, it is required to significantly reduce the speed of vehicles.

In addition, the state of the route St. Petersburg - Moscow because of years of operation requires constant repairs. This greatly complicates the movement of large flows of traffic along it.

All of the above factors contribute to the fact that the Moscow-St. Petersburg route is congested, it has a very high accident rate, and congestion and congestion often occur in several places.

Ways to solve the problem

The country's leadership has long thought about solving the current problem. In fact, there were two ways out of the situation.

The first of them was half-hearted. It consisted in the capital reconstruction of the existing M10 highway and its expansion by adding additional lanes.

The second option was much more radical. He assumed the construction of a completely new route, which was to significantly relieve the old M10 highway, thereby reducing the intensity of traffic of vehicles to an acceptable level.

Of course, the second way to solve the problem is much more expensive, but it allows to solve it radically, and not just to preserve it for a while.

So there was an idea of the construction of the highway M11: Moscow - St. Petersburg.

Development of the project route

For the first time the idea of creating a new road between the largest megacities of the country was put forward by the President of the Russian Federation V. Putin in 2005. At the same time, a decision was taken by the Ministry of Transport of the Russian Federation to begin construction of the M11 motorway: Moscow - St. Petersburg.

The relevant planning documentation on the required investments for the construction of a separate section of the highway was prepared as early as January of the following year. But only in 2008 a tender was held to select a contractor for the construction of this segment. He was OOO North-West Concession Company.

By the same time the plan for the construction of the whole route was ready. The estimated cost of all works at that time was 350 billion rubles, and they were to be fully completed by 2012.

Of course, after the construction of a new road, most of the motorists who used to drive along the old highway would have decided to move around the new and more modern M11. Thus, now this highway would be overloaded, and the problem would not be solved. Therefore, it was necessary to create conditions so that the flow of vehicles did not fully transfer to the new highway, but only partially, thus unloading the old highway.

Therefore, it was decided that the new route should be paid. The Moscow-St. Petersburg road is a rather expensive undertaking, therefore, the funds to be collected from drivers for travel are planned to be used by the concessionaires in the future to cover their current construction costs.

The planned fare is on average from 2 to 2.5 rubles. For one kilometer. On different sections of the road the price will be different. In addition, the tariff will depend on the type of vehicle, the period of the day, the periodicity of using the Moscow-Saint-Petersburg route. The cost of the whole trip to one side, according to one of the officials, will vary from 1100 to 1200 rubles. But all the same, the final price of movement along the entire highway has not been officially announced yet.

Technical characteristics of the route

The distance between Moscow and St. Petersburg is 634 kilometers. For natural reasons, it can not be absolutely straight. Therefore, the toll road Moscow - St. Petersburg will have a length of 684 km. It's not so much. For comparison: the distance Moscow - St. Petersburg along the current M10 highway reaches 706 km.

The width of one lane of the road will be 3.5 m, and the number of the lanes themselves vary from four to ten. On such a route, it is possible to safely develop a speed of up to 150 km / h.

Type of road surface - asphalt.

Throughout the route it is planned to construct structures for draining rainwater, as well as landscaping of the territory adjacent to the highway.

Route of the motorway

Like the highway M10, the toll road Moscow - St. Petersburg will be laid on the territory of the Novgorod, Tver, Moscow and Leningrad regions. Within the Moscow region its length will be 90 kilometers, Tverskaya - 253 kilometers, Novgorod - 233 kilometers and Leningrad - 75 kilometers. In addition, the road in the form of a highway will pass through the territory of St. Petersburg and Moscow (respectively, 32 and 19 km).

The main point of the highway will be considered Businovskaya transport interchange in Moscow, and the final - the city of St. Petersburg.

The process of building a road

In 2010, contractors began to directly build the route. Work began to be carried out from the mark of the Moscow-Saint Petersburg highway, km 15. This segment ran up to km 58.

But because of environmental protests, the work had to be curtailed. They were resumed only in the fall of 2011, which significantly shifted the timing of the project.

Since that time, active work is being done on all sections of the future route. In the summer of 2015 construction began in the Nizhny Novgorod and Leningrad regions. In the latter contractor LLC "Magistral of two capitals" stands. This society is also a concessionaire.

In November 2014, the first section of the Moscow-Saint Petersburg highway was opened for operation, passing near the town of Vyshny Volochek. Since the summer of 2015, it has already begun to collect fees from drivers.

As of today, the approximate date for completion of all works is scheduled for 2018. It is planned that the track should be completely ready for the start of the world football championship, which will be held in Russia.

The total planned cost of works is 152.8 billion rubles.

Environmental protests

As stated above, road construction organizers had to face environmental protests. They were connected with the fact that the route had to pass through the Khimki forest, cutting it into two approximately equal parts. For the high-grade functioning of the trunk, trees must be cut down in those parts of the forest for which it will pass.

This caused a wave of indignation of a number of environmental organizations. Almost from the very beginning of the construction in 2010, protests began. In connection with this, the construction of the road had to be temporarily canceled.

Only in 2011 the work was able to start anew. The total forest fund was decided to compensate for by planting trees in other places.

There was also a conflict near the national park "Zavidovo". But he managed to settle it.

The fact is that after the adoption of the plan for the construction of the route, Russian President Vladimir Putin issued a decree according to which the Zavidovo National Park received additional territories, including those where the new highway was to pass. Naturally, after this, environmental organizations began to insist that the route be moved to another location. It even went so far as protest actions. But such a departure from the original plan was economically inexpedient. Therefore, it was decided to lay the route to the place where it was planned, and the park to allocate land in another area.

General Prospects

The main purpose of the M11 Moscow-St. Petersburg highway under construction is unloading the existing M10 motorway and bringing the level of traffic intensity along this route to international standards. An additional incentive for the speedy completion of work is the World Cup, which is scheduled for 2018 in Russia. By the same date, the full commissioning of the new motorway is planned.

Thus, the Russians and guests of our Motherland will receive a new modern high-speed track. It will be possible to develop a speed of up to 150 km / h. For comparison, at the current M10 highway, the maximum speed is only 90 km / h, and the actual average speed of movement along it in the Moscow region because of congestion and traffic jams is only about 10 km / h. Of course, this is unacceptable.

The new road after its commissioning promises to solve most of the problems associated with the movement on the route Moscow - St. Petersburg and back.
