Titanium Valley. Special economic zones

In April 2012, a management company called "Titanium Valley" received permission from the Ministry of Architecture and Construction of the Sverdlovsk Region to start work on the creation of a special industrial zone. A little earlier, all the construction equipment for the preparation for the grandiose construction was brought to the site of the special economic zone. At the same time, SEZ "Titanium Valley" was included in the federal register of programs aimed at the development of the Ural FD until 2020. The special status of the project provides protection from adverse changes in the legislation of the Russian Federation throughout the entire period of the SEZ.

More about the project

Titanium Valley got its name by association with the nearby titanium production, which is the largest in the world. Among the priority areas of the special economic zone under consideration are the following:

- Production of high quality products from titanium.

- Manufacturing of equipment and components for machine-building and metallurgical industries.

- Production of building materials.

Titanium Valley is a special economic zone with a total area of 584.4 hectares. Of these, 295.4 hectares are in the 1 st stage of development, and 289 ha are in the second.

The first registered resident of the project was VSMPO-New Technologies LLC, the second was OOO Sinersis. In July 2012, members of the Expert Council under the Ministry of Economy and Development of the Russian Federation approved the design development of two additional potential residents. These are limited liability companies "Stroydel-Composite" and "Ural Optical Plant". They showed full readiness for the construction of new facilities in the territory of the "Titanium Valley". The work of the ambitious project is aimed at the following:

- strengthening the position of the Russian Federation in the world market of titanium production for the needs of the aerospace industry;

- provision of appropriate enterprises with a wide range of finished titanium products;

- development of industry in the region and provision of conditions for attracting large investments;

- Creation of wide territorial clusters on the basis of SEZ (long-term perspective).

Projections for the future

How will the Sverdlovsk Region change? Industry and other areas of the region, subject to the main tasks of creating the SEZ, are transformed as follows:

- the degree of processing of the machine-building and metallurgical products of the region will increase;

- on the basis of high-tech industries, new jobs will appear, accordingly, the tension in the local labor market will decrease;

- socio-economic problems associated with the mono-profile of Nizhny Tagil and Upper Salda will be weakened;

- there will be an increase in agglomeration processes in the cities of the Sverdlovsk region, which will have a favorable effect on the demographic situation and migration in many settlements of the region;

- Due to the emergence of new high-tech industries, the sector structure of the Sverdlovsk region is diversified;

- the investment attractiveness of the region will increase;

- the living standard and incomes of the population of the Sverdlovsk region will increase;

- the volume of tax deductions to the budget will increase;

- the status of domestic products on the world market will be strengthened, the degree of involvement of Russian industry in international technological chains will increase.

Advantages of the SEZ

Titanium Valley is a large-scale project, among the main advantages of which are the following:

- preferences in the tax and customs spheres;

- Favorable tariffs for the acquisition and lease of land plots;

- as a result of the "single window" operation, worthy residents receive all building permits within three months;

- providing production with highly qualified personnel due to the fact that in the Urals there are many dynasties of technical specialists and engineers;

- Titanium Valley employees are engaged in individual selection and training of personnel for each investor.

As for additional advantages, this is an effective application of innovative and energy-saving technologies in the organization of the SEZ in Russia; The prospects of expanding all the markets of the country in need of titanium products; Erection of workshops for a standard project and renting them.

On the territory of the Titanium Valley it is planned to organize a round-the-clock call center and ensure all conditions for the successful operation of the single window service.

Economic and geographical advantages

- The described SEZ is located on the territory of one of the most economically developed regions of Russia. The regional center is Yekaterinburg. This city went not far from St. Petersburg and Moscow in terms of the level of development of medium and small business, education and science, by population.

- The Titanium Valley is in the center of the largest regional market for demand for industrial products.

- The location of the SEZ in the center of a large-scale consumer market, covering not only Sverdlovsk, but also neighboring regions with a total population of more than fifteen million people.

Due to the developed educational structure of the closest cities to the Titanium Valley, there is no shortage of specialists in the relevant areas. In addition, on the basis of the SEZ in question, targeted training is provided.

Specialists who came to work in the Titanium Valley from abroad are provided not only with housing, but also with all the necessary infrastructure, which allows them to transport family members to Russia for the duration of the contract. The project provides for the construction of a comfortable hotel and a village for eight thousand inhabitants. In addition, near the SEZ are restaurants and cafes, cinemas, horse and sports complexes, the reserve "Deer Streams" and the museum complex "Demidov Park."

Other special economic zones of the Russian Federation

At present, Russia is a huge and constantly growing promising market. That is why the creation of the ROSOEZ, a large-scale project aimed primarily at developing the regions of the Russian Federation by attracting foreign and domestic investments in high-tech economic sectors, in tourism and shipbuilding, as well as in import-substituting industries, became so urgent.

Special economic zones are organized for forty-nine years. Each of them is given a special legal status, providing investors with certain customs and tax preferences and unhindered access to transport, business and engineering infrastructure. As for the costs of depositors in the process of implementing projects in special economic zones, they are 30% lower than in the whole country.

Currently, the following SEZs are successfully operating in the Russian Federation:

- Industrial (Lyudinovo, Alabuga, the aforementioned Titanium Valley, Togliatti, Moglino, Lipetsk).

- Technological (Tomsk, Dubna, St. Petersburg, Innopolis, Zelenograd).

- Tourist ("Turquoise coil", "Valley of Altai", "Baikal harbor", "Gate of Baikal").

- Logistic ("Soviet harbor", "Ulyanovsk").

How it all began

The SEZ began to develop in Russia in 2005 due to the adoption of a corresponding federal law. In order to implement this bill, JSC "Special Economic Zones" was created. All its shares are at the disposal of the state.

In order to become a resident of a special economic zone, the applicant is required to submit a business plan, a package of documents to JSC "SEZ" and, of course, an application for obtaining the status of a resident. Next, you need to protect your own investment project on the Supervisory Board, and then on the Expert Council. With a favorable development of events, a tripartite agreement is concluded with JSC "SEZ" and the Ministry of Economic Development. The document regulates the process of conducting activities in the selected special economic zone.
