The Sino-Belarusian Industrial Park "The Great Stone"

An industrial park is a special territory reserved for placing new production facilities on it. In addition, it has the necessary infrastructure, organized power supply, and created all the administrative and legal conditions for doing business.

The industrial park is managed by a specialized company.
One of such industrial sites, where Chinese companies will place their production, will be created in Belarus. Its location is Smolevichi district of the Minsk region.

History of the project

The idea of creating an industrial zone, which will operate Chinese industrial companies, put forward the Ministry of Commerce of China. The Middle Kingdom already has a similar experience. So, the Sino-Singapore project was created back in February 1994. This industrial park is located in Suzhou City (Izyansu Province).

The Belarusian delegation, consisting of representatives of the Ministry of Economy, visited this industrial park in 2010 and got acquainted with its work. Immediately after the trip, business meetings took place. Prime Minister of Belarus S. Sidorsky held talks with the leaders of the largest company of China - Sinomach and with the representatives of its subsidiary structure - the corporation of engineering of SAMES. Businessmen expressed readiness to invest in a new project.

The fact that the Sino-Belarusian Industrial Park will be created is stated in the agreement signed in the autumn of 2010. The document was approved by representatives of the Ministry of Economy of the Republic of Bashkortostan and heads of the CAMCE Corporation. A year later, an intergovernmental agreement was signed, which entered into force on 30.01.2012.

The conditions in which the Sino-Belarusian Industrial Park will operate are described in the Presidential Decree , which was published on 5/06/2012. In August of the same year, a new SZAO was created. He was named the "Company for the Development of an Industrial Park". The statutory fund of this organization is 10 million dollars. Its founders on the Chinese side are the company SAMCE (60%). From the Belarusian - JSC "Horizon" (10%) and Minsk City Executive Committee (30%).

Then came the period of popularization of the industrial park. So, in the spring of 2013, a new Chinese-Belarusian project was presented in Guangzhou and Khorbin. It was attended by representatives of more than 150 local companies. In autumn 2013, the park was presented in Xiamen at the 17th China International Trade and Investment Fair. During the same period, the representatives of business were introduced to the new project in the city of Urumqi within the framework of the world exhibition "China-Eurasia".

In July 2014, the President of the Republic of Belarus signed an agreement authorizing the creation of sub-parks on the territory of the BSCI. These will be the zones where businessmen from the city of Harbin, Guangdong, as well as corporations such as the Great Wall and ZTE can work.

Geographical location

The Sino-Belarus industrial park on the map of the Republic of Belarus is planned to be built only 25 km from the capital. This is Smolevichi district, which has an advantageous geographical location. For the construction of an industrial park, 8048 hectares of land located between the National Airport and the Petrikov reservoir are allocated here. Not far from the planned facility is the railway and the motorway Moscow-Berlin. But not only is this area attractive for business. Its advantage is also the relatively small (500 km) distance to Klaipeda port, located on the Baltic Sea coast.

Name change

The Sino-Belarus industrial park is an object, the construction of which provided for an intergovernmental agreement between the Republic of Belarus and the People's Republic of China. This name was kept for him until July 1, 2014, that is until the date of the new Belarusian President's Decree No. 326. The newly adopted legislative act changed the name of the grandiose project. "The Great Stone" - this is the name of this industrial zone being built. This name was given to the park by a Belarusian village located on its territory.

Project implementation

The construction of the Sino-Belarus Industrial Park has already begun. On June 19, 2014, the solemn laying ceremony of the first stone took place, which laid the foundation for the erection of the object. This event was attended by top managers of many Chinese world-class companies. Among them were representatives of such companies as CAMC, ZTE, Lenovo Group Limited and others.

It is planned that the Sino-Belarusian industrial park "Great Stone" will be built for 30 years. The project will involve about one hundred and twenty thousand people.

Economy

In order to build the infrastructure of the new industrial park, the Republic of Belarus plans to allocate from its budget funds in the amount of 0.5 billion US dollars. The State Development Bank of China will provide three times more. He will allocate an amount equal to one and a half billion US dollars.

A significant amount of direct investment is also planned . They should be about five and a half billion dollars. In addition, investors from Singapore and Russia will take part in the project. According to forecasts of specialists, approximately 30 billion dollars will be spent on the realization of the plan.

Control

The supreme body, which defines the policy of cooperation between the Republic of Belarus and the PRC, is the Intergovernmental Coordination Council. This is the first link in the three-stage management structure of the park.

To implement the project, the administration of the China-Belarus Industrial Park was created (its head is Alexander Ermak). It is directly subordinate to the government of the Republic of Bashkortostan. Its main task is the implementation of various administrative procedures. This institution carries out complex maintenance of the facility in accordance with the principles of "one window" and represents the interests of the park in the local authorities and public administration. The administration of the Great Stone Park operates on the basis of the approved Charter.

The third link in the management system of the new project is the SZAO. It is called the "Company for the Development of Industrial Park". Its main tasks are to ensure the design and construction of infrastructure, the organization of public services, the implementation of transactions related to land that is within the allocated territory. The administration of the park, as well as the management company, was established in August 2012.

Main Projects

The main areas of activity defined for the residents of the industrial zone, which the Sino-Belarusian Industrial Park will contain, are:

- materials and medical equipment;
- Mechanical engineering;
- Pharmaceuticals, biotechnology, fine chemicals;
- Optics;
- electrical and Electronics;
- other directions.

The main emphasis of all projects is on competitive and high-tech production, as well as modern management. In addition, it is planned to attract foreign corporations, producing products of famous world brands.

In addition to the industrial zone, residential areas, shopping and entertainment and office complexes, as well as research and financial centers will be located on the territory of the park. It can be said that Belarus is building an international modern eco-city that has innovative, high-tech and competitive industries with huge export potential.

Advantages of doing business

The companies of any country can become residents of the Bank. The main thing is that the direction of their business corresponds to those that will be conducted in the "Great Stone".

Becoming a resident of the park, the company will receive benefits calculated according to the formula "10 + 10". In other words, she will not have to pay corporate taxes for the first 10 years. They will need to be estimated at 50% in the next decade. In addition, the company will open its production in a favorable geographical area, which has convenient transport corridors for business. At the same time, it will have the opportunity to duty-free sale of its goods on the market of the countries that created the Single Economic Space and transport them to the nearby Western Europe.

Residents of the park will have large tax benefits. All of them are fixed in the Decree of the President of Belarus. This is a reduction in the rate of income tax, and exemption from customs payments for the import of equipment necessary for production, and much more.

First residents

Already in 2015, the territory of the park will start the construction of production of such giant corporations as ZTE and Huawei. The first of these two companies is going to organize the release of communications, and the second will rely on innovative software development and promotion.
