The quality of products, goods and services is confirmed and guaranteed by an official document issued by an independent certification body. GOST R ISO 9001 (2008 edition) regulates the main terms and definitions of quality management systems. According to the current regulatory and legislative documents, it is possible to confirm the conformity of product quality in a voluntary or mandatory manner. The latter applies to products that are intended for circulation on the territory of our state, and conducted, both in the form of certification, and in the form of declaration of conformity. Until February 16, 2010 the procedure was mandatory for products (goods and services) entered in the documents approved by the Government of our country. This is the Nomenclature of products, which must necessarily be certified, and the Nomenclature of products for which conformity declaration is allowed . At present, according to the Certification Rules of 05.08.1997 and the Law "On Technical Regulation", it is mandatory to confirm compliance only in cases stipulated by the Technical Regulations and compliance with this document. Objects that are not subject to mandatory certification, refer to objects of voluntary certification. A certificate or declaration of conformity is formalized in the course of compulsory certification. Declaration of conformity - as a result of voluntary certification. These documents are legally equivalent. An organization that manufactures products or provides services must suspend their release or provision in cases where the certificate has expired.

An organization wishing to obtain confirmation of an independent body on the conformity of products for the first time or in cases when the certificate has expired must submit an application to an independent certification body. After consideration of the application, a certification scheme is chosen, and then, based on the results of the audit (based on expert opinions), a decision is made whether to issue the document or whether the refusal is justified. The document (certificate or declaration) is considered valid if it has a registration number assigned by the certification authority. During the validity period of the document, which confirms compliance, an inspection control is carried out (at least once a year), if this does not contradict the certification scheme. If serious discrepancies are detected with the requirements (quality, safety, etc.) established for the product, then the document may be suspended, which is notified to the producer of the product, the supplier of goods or services. At receipt from consumers of claims carry out unscheduled inspections, according to the results of which, the validity of a certificate or declaration can be suspended until the elimination of inconsistencies. In this case, as in those when the certificate has expired, you must confirm the compliance again.

In accordance with the procedure established in our country for certification, introduced from 21.09.1994, it is stipulated that the certificate can not be valid for more than 3 years. At the same time, the validity period of normative documents (GOST, technical specifications, technical regulations, codes, rules, etc.) for products, as well as the time limits for the period covered by the certificate for the quality system, production or products (if it was provided for In the certification scheme). Information about certification of products the manufacturer indicates in the accompanying documents (date and number of the document establishing compliance). If the certificate has expired, then the product can not be shipped to the consumer.
