Under current legislation, manufacturers must confirm the quality of products, as well as its safety for consumers. To this end, special bodies conduct the necessary activities, as a result, issue the relevant document. The procedure was called "certification". Actions can be made by a body independent of consumers and producers. It is a company that is authorized to hold such kind of events. For this, she must obtain accreditation. Such a procedure should be distinguished from various kinds of expertise, checks and other actions. In this case, it is directly about the confirmation of the conformity of goods or services to a certain number of parameters.

Mandatory certification

This procedure is implemented in Russia for the purpose of technical control aimed at protecting consumers and increasing the safety of products and services for life and health, as well as for improving quality.

Mandatory certification extends to different facilities in accordance with applicable law in the territory of Russia. The basic information on which the procedure is based is contained in the law "On Technical Regulation". But the legislation in this area is very dynamic. Therefore, from time to time it is improved, changing to bring together the positions of Russia and those conditions that are put forward by foreign partners.

Special regulations

Unless otherwise provided by law, the described procedure is carried out to comply with the requirements of the Technical Regulations. The operation of certain facilities for which a certificate is required is sometimes regulated by a special regulatory act. This happens when the requirements for the product are so unique and important in meaning that they can not meet the unified conditions of the general above-mentioned law. So, for example, the procedure for supervising nuclear and nuclear facilities is not subject to this act. For these types of activities special laws are issued.

Due to the fact that there were no Technical Regulations in force, the government approved laws that established requirements for obtaining a certificate even before the Technical Regulations were developed in various fields. Thus, sixteen systems of mandatory nature appeared that operate on different sites and require confirmation of compliance of risks.

In Russia and the Customs Union

The main certification system in Russia is GOST R. It confirms the conformity of the goods of the established documentation, as well as the safety and quality, which are established in the accepted standards, sanitary norms and other normative acts. The government sets a list.

Mandatory certification of products, in addition to the GOST R system, when necessary to present goods and services to Belarus and Kazakhstan, is made for the Customs Union. Let's consider these systems in more detail.

Certification of products within the GOST R

The government decree approves the list of mandatory certification of goods. The changing situation dictates its own rules and norms. Therefore, the products subject to compulsory certification procedure are also changing. The list of goods contained in the Government Decree applies not only to domestic, but also imported from abroad.

Mandatory product certification is carried out in an organization that has received accreditation for the conduct of this activity under a certain scheme, which is permissible for a group of goods. Usually the procedure includes testing in a special laboratory. It should be equipped with all the necessary equipment for this. And, of course, specialists in the relevant qualification should work in the organization.

Certification of services within the framework of GOST R

The law does not provide for compulsory procedures for the provision of services. However, in practice, cases where voluntary certification becomes necessary for a more successful business are not uncommon. It can be useful if:

  • The services of the enterprise are transferred to a new level (if, for example, a new star or beauty salons, hairdressers, restaurants and other establishments acquire additional capacity);
  • You need a license to conduct certain activities;
  • The enterprise intends to participate in competitions or tenders organized by state structures and large corporations.

This procedure is also carried out in the relevant accredited bodies. In this case, of course, we can not talk about laboratory tests. Here, other methods are used, by means of which the conformity of the products is confirmed. These may include a customer survey, an expert evaluation as a result of passing services in incognito mode and so on.

Mandatory certification of goods within the Customs Union

This kind is necessary when in relation to the products represented there are legislative acts, including the following:

  1. The decision of the CCC under the number 229. It prescribes the need for mandatory sanitary certification and contains a list that is needed for this.
  2. The decision of the CCC under the number 620. It also establishes products subject to mandatory certification with a specific list.
  3. Technical regulations of the vehicle. According to them, with regard to certain documents, the national procedure for the procedure is terminated. Instead, certification becomes valid within the framework of the CU.

The procedure is carried out in special laboratories. Moreover, in addition to the availability of accreditation within the country, they must be included in the register of TC certification participants. Then the laboratory has the right to issue documents or conduct tests to confirm compliance with the requirements of the TS.
