The mechanism of the state

In the theory of state and law, there is the concept of the mechanism of the state. This mechanism is a holistic hierarchical structure of organizations that perform functions and implement the tasks facing a particular country. Such organizations operate on the basis of common principles of organization and work, as well as common for all their purposes.

Structure

The mechanism of the state is the structural and objective embodiment of the country. Its structure depends on the functions it imposes on itself. It consists of the following elements:

  • State bodies vested with power. These include: the government, parliament, committees, ministries, etc. Their peculiarity is that they are vested with power and accept generally binding managerial decisions ;

  • State organizations that are needed to carry out security activities on a national scale. This is the security service, the police, the armed forces, etc .;

  • Public institutions performing general social functions in various spheres (in health care, economics, education, science, culture, etc.). Thus, the state mechanism includes hospitals, schools, theaters, post, museums, and other organizations;

  • State enterprises that carry out economic and economic activities. They are necessary for the production of products, the performance of various kinds of work and the provision of services, the extraction of profit, the satisfaction of the needs of citizens;

  • State employees engaged in management activities. Depending on the powers granted to them, they can be classified into the following types:

- officials whose activities are related to the direct execution of the powers of the state body (ministers, deputies, head of government, etc.);

- persons carrying out activities to ensure the authority of the above-mentioned employees (consultants, assistants and advisers);

- officials holding posts established by state bodies for execution and ensuring their authority (specialists, referents, etc.);

- persons who do not have administrative powers (teachers of universities, doctors in municipal hospitals and other employees who receive salaries from the state budget);

  • Organizational and financial resources required to support the activities of the state apparatus, as well as the forces for its normal functioning.

State bodies are the main element of the mechanism. Their system is formed by the state apparatus, which has the power to exercise state power.

The mechanism of the state and its characteristics

The mechanism of the state is a system of state bodies, which are interrelated with each other. It includes the president and his administration, legislative bodies, the prosecutor's office, the courts, the armed forces, etc., which constitute a unified system of power.

The integrity of the mechanism of the state is ensured by the single tasks and goals that unite state bodies in a single organism, promote the coherence of their actions.

The mechanism of the state is the means by which power is exercised in the country and the necessary result is achieved.

Its main element is state bodies, vested with power.

The mechanism of the state does not remain unchanged. It affects both external and internal factors. These include the international situation, the established relations with other countries, the level of economic development achieved, religious and moral, national-psychological and cultural-historical features, the territorial dimensions of the country, the balance of political forces and much more.
