Radiy Khabirov: biography, personal life, career

Recently, the media reported that the deputy head of the presidential office, in charge of domestic policy, Radiy Faritovich Khabirov, announced his resignation. According to some reports, it is planned to transfer to the executive authorities.

A signal to discredit Khabirov was given by the article "Successor of Murtaza", which was published by "Gazeta.Ru" on July 16, 2008, which was very negative and painfully received by the environment of the Bashkir president.

To break the new appointment to the office of the Russian president (an invitation was made by Vladislav Surkov) certain opposition forces took a number of steps. Biographical information

Radiy Khabirov, whose biography is inextricably linked with Bashkiria, was born on March 20, 1964 in the Ishimbay district of this republic. His small homeland is the village of Sayranovo.

After graduating from high school in 1981, he settled himself as a pupil of a milling machine at the Ishimbai Transport Engineering Plant.

In 1982 he was called up for military service in the Armed Forces of the USSR.
After demobilization in 1984, he continued his education at the Bashkir State University at the Faculty of Law.

After graduation, he remained at the department of state law as an assistant.

From 1992 to 1994 he was in Turkey, where he was a graduate student at the University of Bilkent in Ankara.

From 1994 to 1998 he worked as a senior teacher at the Law Faculty of BashSU.

In the period from 1998 to 2002 he defended his thesis, became an assistant professor and received the post of deputy dean of the law faculty of the Bashkir State University.
In 2002, he first served as director, and then headed the Institute of Law at the same university.

In September 2003 Radiy Khabirov was invited to the post of head of the Administration of the Bashkir President.

From August 27, 2008 to December 2008, he was appointed to a director position in the Department of Cooperation with the Russian Federal Assembly, which is structurally part of the Russian President's Office.

From January 2009 until September 19, 2016, the post of deputy head in the Office of the President of Russia, whose tasks included domestic politics, was occupied by Radiy Khabirov. During his work in the Kremlin, the press reported on his funding of the Bashkir cell of "Fair Russia". He is considered one of the founders of the Ufa branch of this party, headed by his classmate Shagimuratov.

Khabirov is also credited with funding the Ufa branch of the "Right Cause" and some provocative websites.

From the media, information was received that Khabirov was given instructions on the need to allocate living space to some people, while providing for the possibility of receiving state subsidies.

Khabirov approved the prices for commercial real estate significantly below market rates.

Despite the opinion expressed in the press by the journalist Elina Bilevskaya that at the end of the first decade of this century Radiy Khabirov could change Murtaza Rakhimov, from him any statements of this kind never sounded. He chose to serve the country instead of realizing personal ambitions and starting political intrigues.

The author of the article suggested that as the main argument pushing for cooperation with Khabirov, it was the advertising of "some persons entering the presidential administration of Russia".

Such "support" allowed not to be afraid of negative reaction from higher authorities.

The unspoken pricelist for obtaining posts "with the help of Khabirov," according to Pereverzev, was the following.

The position of the deputy of the State Duma of the Russian Federation cost up to thirty million rubles, the deputy to the local parliament - the Kurultai of Bashkortostan - about six million, the head of the presidential administration department - 5 million, and the specialist in it - one and a half million.

Often, such a "purchase" was imposed, and in case of disagreement of the candidate, he could forget about his career.

It should be noted that all allegations made in the press about the official did not find any confirmation and he continued to work in the civil service.
