Prerogative is the right of primacy
The concept of primacy, the exclusive right to anything, some actions, is inherent, first of all, to people and ranks endowed with power or seniority. This right is designated by the word "prerogative". It has its own history and several shades of meaning.
Shades of meaning.
Prerogative - the meaning of the word is as follows: privileges, for example, privileges of state organs. From Latin it is translated as "the voice-giving first, the first interviewed". In English, it also means "a special right, exclusive, which belongs to state bodies or individual officials.
The word "inter"
For example, Elizabeth's nominal prerogative is to instruct the leaders of the winning parties to form a government. It is also her prerogative to accept the resignation of the Prime Minister.
Concrete application.
So, if we start from the direct meaning of the word, then we can say the following. Everyone in different life situations can have some or other prerogatives. So in the lesson with the teacher, the prerogative is the questioning of students, the presentation of grades, the explanation of difficult moments in the mastering of the material.
In the family, parents also have their own "palm trees". Their prerogative is the comprehensive care of children, the safety of their lives and health. A state prerogative is the care of its citizens, ensuring their rights to work, health care, education.
The prerogative of power in Russia.
If all of the above is projected on the contemporary Russian reality, then the picture will be like that. The president is the main person of the state and in the state. He has a prerogative right for a number of important external and internal political problems and tasks. To begin with, he has the right to declare war on any state or to sign a peace treaty. Recognize the independence of any country and establish diplomatic relations with it, as happened with Abkhazia and South Ossetia in 2008. The president of the Russian Federation has more powers than both chambers of parliament and the entire government. Therefore, it is among his prerogatives to veto any law that the parliament approved or adopted. The State Duma to dissolve is also in the full competence of the president. He is subordinated to all power structures and law enforcement agencies.
Therefore, without any doubt, we can say: in the Russian Federation, the president is power!
