"Polar owl" (prison). Special regime prisons in Russia

Life imprisonment is the most severe and terrible punishment for criminals in Russia. One of the places where criminals are serving time is a penal colony (IC) with the unofficial name "Polar Owl". The prison received such a name in honor of the statue of a noble northern bird erected on the premises of the institution.

Location

FKU IK-18 UFSIN - the official name of a special regime colony for life-term prisoners. It is located on the border of the Northern Urals and the tundra, in a small village of Harp of the Yamalo-Nenets Autonomous District. This place of detention is the most remote place in Russia. This link for especially dangerous criminals is the Polar Owl (prison).

Where is this place of detention? The prison is located near the stormy Sob River, surrounded by majestic mountains. The nature surrounding the colony, picturesque and exciting. But the climate is severe and ruthless. The air temperature keeps around 40 degrees below zero within half a year. Winter comes in the middle of autumn and ends in the early summer. The rest of the time - torrential rains and wind. Polar nights are a heavy burden on the body, taking away the strength, vitality and hope of the prisoners.

History of the prison

The settlement of Harp was founded in 1961. The history of the settlement began with a camp for exiled prisoners building railroad tracks. In 1981, the first batch of criminals was brought here in the amount of 150 people. This year is considered the year of foundation of the Polar Owl IC. The prison has since been replenished every year with new prisoners who were brought from other cities, regions and regions.

To date, the IC is designed for especially dangerous criminals, imprisoned for life. About 400 convicts are serving time here. More than 600 seats are empty.

Conditions of detention

For convicts, there are several stages of serving time. Legislation allows for the transition from one zone to another as a reward or, conversely, punishment.

The first stage for incoming prisoners. Conditions of detention are toughened. Criminals are not allowed to lie down or sit down during the day. The schedule of the day is heavy - at 6 in the morning, at 11 pm sleep. The number of visits and allowances or transmissions is reduced to a minimum. Go to another mode after 10 years of serving time and only in the case of decent conduct, no complaints. This is the strict zone of the Polar Owl . The living conditions here are very heavy.
There is also a common zone "Polar Owl" . Here the conditions of detention for criminals are more loyal. A few long-term (4 hours) visits per year are allowed, it is possible to purchase necessary things from the funds of a personal money account.

Who is sentenced to life imprisonment?

More recently, such a punishment has replaced the death penalty, today, especially dangerous criminals who committed serious criminal offenses are sentenced to imprisonment until the end of their days. Who is at risk of being in the Polar Owl?

  • Saboteurs.
  • Criminals who commit immoral and dangerous for society activities.
  • Distributors of drugs in large batches.
  • Terrorists and organizers.
  • Assassins, on whose conscience more than one victim.
  • Persons who repeatedly violated the sexual inviolability of children under 14 years of age.
  • Recidivists (convicted under one article repeatedly).
  • "Smertniks" (not executed in connection with the introduction of a moratorium on the abolition of such punishment).

Who is not condemned for life?

  • Juvenile delinquents and minors (under 18 years of age).
  • Women.
  • Elderly men who have reached the age of 65 years.
  • Persons who voluntarily agreed to cooperate with the investigation before the start of the trial.

Conditional early release is the strongest incentive for criminals. Inhabitants of the Polar Owl zone also dream of being free. Theoretically, individuals who have no penalties and observations can leave the colony's walls. Prisoners of special regime prisons are no exception. After 25 years of serving time, the offender has the right to appeal for early release. In practice, two such cases are known. Both prisoners were refused.

Famous prisoners

"Polar Owl" is a prison in which one of the most dangerous criminals of Russia is imprisoned for life.

"Bitsevsky maniac." A. Pichushkin is a serial killer, committed crimes in the Moscow forest park for 15 years. Deprived of more than 50 people. The victims chose chaotically, killed because of a bad mood and just like that. Subsequently, he admitted guilt, he boasted and was proud of his deeds.

D. Evsyukov - a former major of the police, committed in 2009 an armed attack on passers-by. In a state of alcoholic intoxication he shot at people who came across on the way. He was detained in a supermarket, where he shot two people. Seven citizens suffered injuries of varying severity. The prisoner himself claims that he does not remember anything.

N. Kulayev is a Chechen terrorist. The only surviving member of the gang that seized the school in Beslan in 2004. For two and a half days the hostages were kept in a building of a mined school. As a result of the terrorist act, 333 people died, 186 of them were children. Eight hundred citizens were injured of varying degrees of severity.

Colonies for life imprisoned in Russia

For especially dangerous criminals, special regime prisons are provided. In Russia there are five such institutions, among them the Polar Owl. Prison is not the most severe among the rest. What are the analogues of the Polar Owl?

IR-5. "The Vologda Pyatak". The colony is located in a former monastery, the criminals are kept in cells. Escape is impossible, since the building is surrounded by a lake, and the only way out, a wooden platform, is carefully guarded. Mass actions and contact between prisoners are prohibited, the requirements here are increased, and the restrictions are reduced to the maximum. Chambers of criminals are daily searched.

IR-56. "Black Berkut" (Sverdlovsk Region). The colony, the content of which does not differ from other special regime prisons. To date, it contains about 300 lifelong prisoners, on account of which more than 700 innocent victims.

IR-6. "Black dolphin" (Orenburg region). The largest prison, which contains about 700 highly dangerous criminals. Criminals do not envy - for the violation of one answer all. The light does not turn off even at night, moving around the building is only possible with blindfolds, accompanied by two guards. At the command, prisoners take a special position (knees are bent, fingers spread out, the head is thrown, and the mouth is open), in which they move or wait for further instructions.

IR-2. "White swan" (Perm region). One of the most rigid prisons in the system. Here live dangerous recidivists, maniacs, murderers and members of criminal groups. There has not been a single escape for the whole history of the prison's existence - prisoners are additionally guarded by trained dogs and are monitored by the cameras.
