Information on where and what tenders are planned to be held, is constantly present on specialized websites and in the media. When the tender is announced, the tender commission begins to consider the applications of the applicants.

For small and medium-sized businesses, there is no activity in bidding for government contracts - many seemingly complex problems. It does not take into account that the lion's share of municipal budgets is distributed today, as a rule, through tenders.

State orders are no less effective in supporting business than benefits and subsidies. In addition to the customers of the municipal and public sector, the law obliges to transfer at least 10% of the volume of work and deliveries of goods per year to entrepreneurs.

Unfortunately, only large companies are seriously engaged in tracking prospective tenders for themselves, and all because of the need for maintaining a special service for this.

State order is placed in different ways - in the form of request for quotations, purchase from a single supplier (performer) or by bidding. The latter method is the most common.

Now most of the orders from the state are placed on electronic auctions, their share - over half of all trades. Such measures are recognized as an effective means of fighting corruption due to the anonymity of the participants, great competition and the availability (as they say, transparency) of all information.

Let's consider what is participation in an electronic auction.

First of all, a suitable auction should be "calculated". To do this, you need to carefully read all the notices about holding similar events, regularly calling for this on the official website, which has the status of the all-Russian and publishes announcements about future trades 7-20 days before a certain date, which serves as the last day for submitting applications. Your desire to participate in the selected tender, you must specify exactly in this period - later your application will not be accepted for consideration.

Officially, there are five federal sites for electronic trading, on any of which you will find a search form of interested auctions and a register of all tenders. Also the summary information is easy to receive on the official site of the Russian Federation, which is devoted to placing orders.

What you need to participate in tenders

Next, you should receive an electronic digital signature (abbreviated as EDS). It is bought in one of the accredited on the chosen electronic platform of special certification centers. The process of obtaining it will take several working days (2 or 3). The signature gives legal status to the electronic document and fixes the material liability of the participant.

But the EDS alone does not guarantee that you will take part in tenders. The step-by-step instruction contains, besides it, the concept of accreditation. That is, to participate in the auction held by a particular venue, you need to be accredited on it. Each of the five sites has its own accreditation. To do this, a special form is filled out on the site's website together with an application for opening an account. A number of documents are attached. Which ones? This is an extract from the Unified State Register of Legal Entities (if you are an individual entrepreneur about an extract from the USRP), a constituent document, a power of attorney authorizing participation in these trades, a document appointing a leader (decision or protocol) with the organization's stamp, a card scanner with company details.

Further actions

In five days, the operator will review the application and give a response about access or denial (in the latter case - with explanations of the reasons). The number of retries is not regulated, but each of the applications will require a five-day review period.

Successfully passing the accreditation, you get at the disposal of "Personal Cabinet", from which you will conduct all further actions.

The next mandatory step is to replenish your own account on the trading floor as a guarantee of participation in the auction. The amount is fixed - for small entrepreneurs it is usually 2% of the initial amount of the order (its maximum). In other cases, it is about five percent. Money can be received back after the account is unblocked (at the end of the auction).

Applying

Now the participant can apply. To compile it you need to approach it very responsibly, having carefully studied the entire documentation of the auction. The first part, anonymous, is to confirm the participant's consent to supply the necessary product (service) with a detailed description of them. The second part contains the most detailed information about the participant with the application of all confirming certificates and licenses.

In addition to the application form, the application for participation in the tender must include the fullest amount of estimate and settlement documents, where the tabulated form shows the cost of materials or services, together with VAT at the time of bidding, detailed decoding of additional costs (transport, design and survey). , As well as taxes.

What to remember

The given application is automatically equal to the agreement to comply with all the conditions of the customer. In case of impossibility to perform them, the executor should withdraw the application. It is not accepted from the participant after the deadline set by the auction organizer. Refusal to participate in the tender (withdrawal of the application) is possible only until a certain date. The deadline for admission can be extended by the tender commission, which the applicants are notified about.

When the deadline for the submission of applications has expired, the customer considers their first parts, the results of the examination are formalized in the form of a protocol that the operator of the site must inform to all participants within a specified time. A little about the process itself

A step-by-step instruction says that in the bidding process itself, two concepts are most important: the step of the auction and the time left before its completion. The first indicator is strictly fixed - it is 0.5% of the maximum initial price (as the law says). Go to the next step with an interval of 10 minutes, for which the participant must decide - to offer a lower price or not.

Offer proposals with a price greater than or equal to the previously offered, participants are prohibited. Also under the prohibition of a proposal with a zero price. "In advance" to understate the price by more than a step (below the minimum at the moment the proposal) is also impossible.

Completion of trades

What is typical for commercial bidding?

Unlike the state, commercial tenders are arranged, according to the norms of the Civil Code of the Russian Federation, the procedure for their implementation is established by the customer independently. But there are more competitive procedures - in the form of an open tender with or without a preliminary selection, a closed, two- and multi-stage competition, price requests, competitive negotiations, procurement from a single source, etc.

And this means that the firm should take an active part in the relevant competitions. Surely you would like to conclude a long-term contract with a large customer. Then take part in tenders for construction. The principle here is the same: you study the rules for conducting a suitable auction, form a package of documents consisting of an extract from the Unified State Register of Legal Entities, copied and certified in tax constitutive documents (together with the charter) and an order to appoint a chief accountant, evidence of the existing experience together with copies of financial statements For the last period, as well as copies of the passports of all the official representatives of the supplier and the certificate of the state registration of the enterprise.
