Day of the Constitution of Dagestan: the history of the holiday and traditions.

Adoption of the Constitution is an important step towards the establishment of democracy in a state governed by the rule of law. Annually on July 26, residents of Dagestan celebrate one of the most important public holidays - the Constitution Day. The need for its development dictated the changed living conditions in the post-Soviet space of Dagestan and Russia. What were these changes?

• Market economy instead of the socialist system of domination;
• Bourgeois multi-party type of state instead of communist;
• A democratic state with the separation of powers instead of Soviet omnipotence;
• The inability of the RSFSR Constitution to reflect the changed social relations;
• A new geopolitical position of Dagestan in connection with the collapse of the USSR and its entry into the Russian Federation as a subject.

The Government and the Constitutional Commission of the Supreme Council of Dagestan, as well as a working group of scientists and lawyers participated in the drafting of the new Constitution. But changes in the socio-political life of the country and the republic led to the need to introduce some amendments and on July 10, 2003 a new Constitution was adopted, but despite the different dates, citizens annually celebrate the Constitution Day of the Republic of Dagestan on July 26. This step is explained by the continuity of both constitutions.

What is the role of the Constitution in Dagestan? Undoubtedly, it is important, as it takes the first place in the formation of Dagestan as a civil and legal republic and acts as the main law of the republic. This means that compliance with or non-compliance with constitutional norms entails a large-scale response and goes beyond legal relations. • Representatives of the state power and self-government bodies undertake to organize official activities in accordance with the Constitution;

• Insufficiently effective mechanism for the realization of rights and freedoms.

Dagestan is one of the multinational republics of the Russian Federation, and the Day of the Constitution of Dagestan is one of the most important holidays in which each resident wishes to participate from small to large.
